This document is a "Question Form" provided as Attachment 2 to the solicitation. It is intended for potential bidders to submit any questions they may have regarding the solicitation.

This form is crucial for bidders to seek clarification on any aspect of the solicitation. Properly completing and submitting this form by the specified deadline is essential for addressing any ambiguities or obtaining further information needed to prepare a compliant proposal. Late inquiries may not be entertained.

Statement of Work (SOW)

To provide safe, operational, and new rental vehicles for the 1-1 Air Defense Artillery (ADA) Patriot Support Facility at Kadena AB, Japan.

• Provide one (1) 10-passenger van and two (2) 8-passenger sedan/minivan.

• Vehicles must be new, with no more than 60,000 kilometers, and no older than 3 years.

• Vehicles must be in excellent physical condition, mechanically sound, non-smoking, and free of soil, rust, smoke, tobacco, or damage.

• Vehicles must meet Japanese and U.S. Government safety requirements, including airbags, seat belts, and proper lighting.

• Vehicles must have automatic transmission, power assisted brakes, power steering, front bucket seats, and radial tires.

• Heating and air conditioning are required.

• Provide all scheduled and unscheduled maintenance and repairs, including necessary tools and facilities.

• Notify the 1-1 ADA BN representative when maintenance is due.

• Repairs due to defects or malfunctions will be at no cost to the Government.

• The contractor is responsible for providing four tires over the life of the contract; repairs to tires due to damage are the Government's responsibility.

• Respond to service calls within 24 hours (or within 24 hours after a Japanese holiday).

• Minimize vehicle downtime for repairs.

• Provide a substitute vehicle if a vehicle is out of service for more than 30 consecutive days due to a defect.

• Provide a list of authorized mechanics on Kadena AB.

• Provide 24/7 towing service at no cost to the U.S. Government.

• Responsible for the cost of accident repairs, non-operational charges due to negligence or misuse, and tire repairs due to damage.

• Responsible for supplying fuel after acceptance (tank will be full upon acceptance).

• Responsible for installation and removal of emergency lighting and command and control radio equipment.

• Delivery required by the performance start date.

• Final delivery location: Kadena AB, Okinawa, Japan.

• Delivery and pick-up will be at BLDG 104, S4 1-1 ADA BN during normal business hours (0800-1600) unless otherwise requested.

• Contractor must maintain Automobile Property Damage Insurance (¥3,000,000.00 or dollar equivalent) and Bodily Injury Insurance (¥30,000,000.00 or dollar equivalent).

• Vehicles must be inspected/insured in accordance with Japanese Compulsory Insurance (JCI) requirements.

• Contractor shall comply with Japanese Road Laws.

• Contractor shall maintain records of transactions and make them available within 72 hours upon request.

• Joint inspections will be performed upon initial delivery and upon contract completion.

Solicitation / RFP / RFQ

This solicitation is for "ADA, Army - Rental Car Service." The government is procuring rental vehicles to support the 1-1 ADA BN's mission.

• 10 Passenger Van: One (1) vehicle required.

• 8 Passenger Sedan/Minivan: Two (2) vehicles required.

• Vehicle Specifications: Vehicles must be no more than 3 years old, have no more than 60,000 kilometers on the odometer, be non-smoking, and be in excellent physical condition.

• Non-Operational Charges (NOC): Quoters must provide pricing for damaged vehicles, both partially and non-operational, as detailed in the SOW.

• Period of Performance (PoP):

  • Base Year: 13 Sep 2026 - 12 Sep 2027
  • Option Year 1: 13 Sep 2027 - 12 Sep 2028
  • Option Year 2: 13 Sep 2028 - 12 Sep 2029
  • Option Year 3: 13 Sep 2029 - 12 Sep 2030
  • Option Year 4: 13 Sep 2030 - 12 Sep 2031

• Pricing Arrangement: Firm Fixed Price for all CLINs.

• Offer Due Date: 05 Jun 2026, 10:00 AM (Japan Standard Time).

• Submission Method: Electronic copies of quotations via email to the addresses provided. Files should not exceed 3 MB. Only Microsoft WORD, Microsoft EXCEL, and Adobe .pdf files will be accepted. No zip files.

• Evaluation: The Government will award to the responsible Offeror whose offer is most advantageous, considering price and other factors.

• This acquisition is UNRESTRICTED.

• NAICS Code: 532111 (Passenger Car Rental).

• Size Standard: 270 employees.

• The Statement of Work (SOW) is dated 20 March 2026 and is attached.

• Quoters must submit necessary fill-ins and certifications, including FAR 52.212-3 and 52.204-24.

• A Private Car Rental Permit may be required.

• Payment will be made via Wide Area WorkFlow (WAWF).
