Quick Summary

The Department of the Air Force is conducting a Sources Sought market research effort for the Legacy R22 Split System Replacement at JBSA Lackland, TX. This notice aims to identify interested, capable, and qualified small businesses to replace an obsolete R-22 HVAC system in Building 4983. Responses are due by May 12, 2026.

Scope of Work

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control to decommission and remove the existing 15-ton R-22 direct expansion (DX) split system (Rheem Condensing Unit and RUUD Air Handling Unit). The project includes the complete installation of a new, fully functional, code-compliant 15-ton HVAC system equipped with modern Direct Digital Controls (DDC) and BACnet-compatible building automation capabilities. This is not a construction requirement.

Technical Requirements

The new system must be an AHRI-certified matched set with a nominal cooling capacity of 15 Tons (180,000 BTU/hr), utilizing a modern, EPA-compliant, low-GWP refrigerant (e.g., R-410A or R-454B); R-22 is prohibited. It must operate on 208/230V, 3-Phase, 60Hz, and meet or exceed current DOE SEER/IEER ratings. The system requires DDC integration with open architecture, allowing monitoring and control by the 502nd CES without proprietary software. The Air-Cooled Condensing Unit must feature a scroll compressor and corrosion-treated coils, while the Air Handling Unit needs a galvanized steel, insulated cabinet, and a factory-installed rack for 2-inch, minimum MERV 8 filters.
