Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this SOW is to provide all necessary personnel, labor, equipment, tools, materials, supervision, and quality control to replace the obsolete R-22 split HVAC system in Building 4983 at JBSA Lackland, Texas, with a new, code-compliant system featuring modern Direct Digital Controls (DDC) and BACnet compatibility.

• Decommission and remove the existing 15-ton Rheem Air-Cooled Condensing Unit and RUUD Air Handling Unit.

• Safely recover, containerize, and dispose of all legacy R-22 refrigerant and associated mineral oil in accordance with EPA guidelines.

• Remove existing control wiring and potentially incompatible ductwork.

• Install a new HVAC system utilizing a low-GWP refrigerant (e.g., R-410A or R-454B).

• Fabricate and install necessary sheet metal transitions for ductwork integration.

• Install new copper refrigerant piping; reuse of legacy piping is prohibited.

• Equip the new system with a BTL-Certified, native BACnet-compatible DDC interface for integration with the base EMCS.

• Commission the new system and provide a formal commissioning report verifying performance.

• The new system must meet building load requirements (nominally 15 tons).

• System must be fully operational, commissioned, and integrated with DDC/EMCS.

• A one (1) year warranty on all labor and workmanship is required, commencing on final government acceptance.

• Manufacturer equipment warranties must be transferred to the government.
