Solicitation / RFP / RFQ

This solicitation is for the upfitting of one marked BLM Law Enforcement patrol vehicle, specifically a 2025 Ford F150 Police Responder. The vehicle will be delivered to and picked up from the upfitter by BLM personnel. The contractor is responsible for providing all parts, wiring, and supplies unless otherwise specified.

The upfitting includes a comprehensive list of integrated systems and equipment, including:

• Wiring System: Modular universal power distribution center with a deactivation timer.

• Communications: Installation of government-furnished Bendix King and Motorola APX mobile radios, and a contractor-furnished WeBoost cellular signal booster. Installation of a government-furnished Semtech XR60 router and antenna.

• Lighting and Siren Control: Installation of a Whelen CenCom Core control unit with audible alerts, blackout function, and emergency light activation. Includes two Whelen siren speakers and integration with the radio and PA system. Also includes park kill feature.

• Interior Law Enforcement Equipment: Security transport partition system, firearms locks and mounts, a center console with storage and power outlets, a rechargeable flashlight, a laptop mount, dome lights, and a traffic radar system.

• Exterior Lighting: Roof-mounted light bar, wig wag headlights, pillar-mounted spotlight, front light heads, front white lights, side light heads, rear taillight flasher with brake override, and rear-facing emergency lights.

• Law Enforcement Marking: Application of government-furnished decal package.

• Accessories: Installation of a Fab Fours Matrix front bumper with full guard and a government-furnished Warn Zeon 12S winch.

• Contract Type: Firm Fixed Price Commercial Services Contract.

• Period of Performance: Commences from date of award for a period up to 8 months.

• Offer Due Date: February 19, 2026, 10:00 AM PST.

• Evaluation: The Government will award to the responsible offeror whose offer, conforming to the solicitation, is most advantageous to the Government, price and other factors considered. Price shall be fair and reasonable.

This acquisition is UNRESTRICTED.
