Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for a commercial item: Genuine dual protection Filters for blue air. The U.S. Embassy Kathmandu requires the contractor to execute this work, including logistics, customs, shipping, transportation, insurance, administrative, and all associated management support functions.

• Contractor shall execute logistics, customs, shipping, transportation, insurance, administrative, and management support functions.

• This is a firm-fixed-price type of purchase order/contract.

• Payment Terms: NET 30 days net after receipt and acceptance of items.

• Offerors must submit a complete SF 1449 and attached document.

• Quotations must be submitted by July 20, 2026, 1700 hrs local time.

• Offers must be submitted exclusively to KTMContracts@state.gov. Offers copied to other email addresses will be deemed invalid.

• Email subject line must include solicitation/RFQ number and description.

• A fabric sample of the quoted item is required.

• Offerors must provide evidence of delivery capability to the specified location within the required timeframe.

• Offerors must provide details of their custom clearing agent and evidence of at least five similar work performances at the place of delivery, if custom clearing is required.

• Information on logistics, transportation methods, packaging standards, and delivery schedules is required.

• Proof of SAM registration (including UEI number) is required.

• Offerors must list clients from the past three years demonstrating experience with similar commodities, including contract dates, places of performance, values, contact names, phone numbers, and email addresses.

• Offerors must provide proof of financial resources, inventory, and equipment.

• Offerors must provide copies of all licenses and permits required by local law.

• A detailed plan for ensuring quality and timely commodity supply is required, including identification of quantities, inventory availability or procurement plan, quality assurance measures, packaging/labeling standards, and insurance details if required.

• Additional documentation may include a company brochure and client list.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Price evaluation will be based on multiplying offered prices by quantities.

• Acceptability will be assessed based on compliance with RFQ terms, including submission of required documentation, exclusive submission to the correct email, correct subject line, and compliance with commodity specifications.

• Responsibility will be determined by assessing compliance with FAR 9.1, including financial resources, delivery capability, integrity, organization, experience, skills, equipment, facilities, inventory, and compliance with laws and regulations.

• This acquisition is UNRESTRICTED.

• Contractors must be registered in the SAM (System for Award Management) Database prior to contract award.

• This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

• All queries related to this solicitation must be submitted by July 20, 2026, 1700 hrs local time.

• Offer must include a manufacturer authorized letter for the supply of goods and services.

• Payment Terms: (NET 30) – 30 days net after receipt and acceptance of items.

• The document includes numerous FAR and DOSAR clauses related to contract terms, tax on foreign procurements, contractor identification, cybersecurity, AI use, and more.
