This solicitation is for customized Life and Medical Insurance Coverage for locally employed staff of the U.S. Mission to Saudi Arabia (Embassy Riyadh and Consulates General Jeddah and Dhahran). The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price, potentially without discussions.

• Provision of Life and Medical Insurance Coverage for Locally Employed Staff.

• Offerors are encouraged to provide off-the-shelf plans that meet minimum benefit levels.

• Specific details on health insurance services are in Section C, Part I and Exhibit J.

• Specific details on group life insurance services are in Section C, Part II and Exhibit J.

• Contract Type: Firm fixed price with economic price adjustment.

• Period of Performance: Five (5) years, beginning July 1, 2026, with four (4) one-year options.

• Minimum Guarantee: One employee per performance period.

• Maximum Contract Value: Three thousand (3,000) orders for base and all option years.

• Proposals are due by Thursday, April 23, 2026, 17:00 Saudi Arabian Time.

• Submission is electronic to Riyadhcontracting@state.gov in MS-Word 2007/2010, MS-Excel 2007/2010, or PDF format. File size must not exceed 30MB per email.

• Required documents include SF-33, Section B (Pricing Schedule and Retention Amounts), Section K (Representations and Certifications), and additional information as required in Section L.

• Proof of SAM Registration is required.

• Questions regarding the solicitation are due by Sunday, April 5, 2026, 17:00 Saudi Arabian Time, via email to RiyadhContracting@state.gov.

• Award will be made to the lowest priced, technically acceptable, responsible offeror.

• Not specified as a set-aside.

• Offerors must be registered in the SAM database.

• A pre-proposal Digital Video Conference (DVC) will be conducted. Details are in Section L.8.

• Offerors must submit a completed IRS Form W-14 for compliance with FAR 52.229-11.
