Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for contract opportunities, specifically for lighting equipment. The government is procuring specific part numbers for light bulbs and related lighting equipment.

• Pricing is requested for the following NSNs and part numbers:

  • SATCO, PN#S11652, Light Efficient Design; PN #15T8-FCAB48-G4
  • Eiko; PN #10928

• The requirement consists of one order.

• Delivery is to be FOB Destination, CONUS.

• The RFQ may result in an award with the General Services Administration/Supply Chain Management Contracting Division (GSA/SCM).

• An "all-or-none" award will be made.

• The period for acceptance of offers is 60 calendar days from the date specified for receipt of offers.

• Quotes must be submitted via email upon the close date of the RFQ.

• Evaluation factors include:

  • Administrative Compliance (pass/fail)
  • Technical Acceptability (pass/fail)
  • Price (lowest evaluated price)

• Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

• Vendors must be registered in the System for Award Management (SAM) database.

• Vendors must be able to accept POs in GSA's Order Management Services (OMS) Vendor Portal or have the ability to receive orders via Electronic Data Interchange (EDI).

• This RFQ is set aside exclusively for Small Business IAW FAR 19.201.

• Vendors must have an assigned NAICS size standard (1,250 employees or less) in their SAM account to be eligible.

• The assigned NAICS code is 335139: Electric Lamp Bulb and Other Lighting Equipment Manufacturing.

• The nonmanufacturer rule does not apply as this acquisition is under the SAT.

• Vendors must update their representations and certifications on SAM.gov prior to closing.

• All applicable blanks on pages 1 and 2 must be completed for the quote to be considered.

• The Buy American Act (FAR 52.225-2) applies.

• Part numbers are collected for informational purposes only on each technical or generic spec NSN.
