This specification details comprehensive technical requirements, optical performance, power and control systems, environmental standards, and physical characteristics. Bidders must also adhere to specific Preservation, Packaging, and Marking (PP&M) requirements for SFLC Warehouse Orders, including water-vapor-proof sealing, double-walled corrugated packaging, detailed marking (NSN, CAGE, Part Number), and bar coding (ISO/IEC 16388:2007 Code 39).
Contract Details
- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) with Fixed Unit Prices.
- Duration: A Base Period of approximately one year, plus four one-year Option Periods, totaling up to five years.
- Minimum Guarantee: $5,000 over the full term.
- Set-Aside: Full and Open Competition.
- Economic Price Adjustment (EPA): Applicable to #2 Diesel Fuel costs in Option Periods, based on the U.S. Department of Labor, Bureau of Labor Statistics (BLS) Producer Price Index for Iron and Fuel (Series ID WPU057303).
- Delivery: 90 Calendar Days ARO for orders up to 250 lanterns; up to 120 Calendar Days for orders exceeding 250 lanterns. Delivery is FOB Destination to various USCG locations.

Quotes must be submitted electronically via email to James.C.Kanash@uscg.mil and Arvett.L.Blount@uscg.mil by May 28, 2026, 3:00 PM Eastern. Submissions must include:
- A Price Section/Volume utilizing the Attachment 1 - Schedule of Supplies (Rev 1).
- A Technical Section/Volume as detailed in Attachment 6 - Clauses and Provisions (Rev 1), covering technical approach, quality control, and past performance.
- A signed SF-1449 (Attachment 7), with required blocks completed.
- Acknowledgement of all four amendments (0001, 0002, 0003, 0004).
- Past Performance Questionnaires (PPQ), using Attachment 4 - PPQ (Rev 1), must be completed by references and submitted directly to the USCG contacts by May 27, 2026, 3:00 PM Eastern.
Evaluation Criteria
Award will be based on a Lowest Price Technically Acceptable (LPTA) methodology, as outlined in FAR Provision 52.212-2. Evaluation factors include Technical Approach, Quality Control, Past Performance, and Price. Technical and Past Performance will be rated as Acceptable/Unacceptable.

Four amendments have been issued. Offerors must acknowledge all amendments with their quote.
- Amendment 0004 (May 26, 2026): Revised Attachment 2 (Specification 506) to Revision 9, removing inadvertently added Data Sheets 5-8.
