Scope of Work

The contractor will be responsible for providing and delivering various types and quantities of liquid nitrogen and carbon dioxide, including:

• Liquid Nitrogen: 240 Liter Dewar (22 PSIG, with Digital Gauge).
• Carbon Dioxide: Extra Dry, 50 lb and 20 lb Cylinders.
• Nitrogen Gas: 4.5 high purity grade (99.995%, 255 cu ft Cylinder) and Ultra High Purity (Carrier Grade) Grade 5.0 (99.999%, Size 300). Deliveries include installation and inside delivery to the FDA facility in Silver Spring, MD. Tanks must have functional digital gauges, be filled to at least 90% capacity, and be free from damage or leaks. The contractor must coordinate deliveries at least two business days in advance, Monday-Friday, 8:00 a.m. - 4:00 p.m. Eastern Time, excluding Federal holidays, and remove empty cylinders upon delivery. Compliance with Section 508 of the Rehabilitation Act for Information and Communication Technology (ICT) accessibility is required.

Submission & Evaluation

• Submission Method: Email only to warren.dutter@fda.hhs.gov.
• Required Information: Offerors must provide sufficient technical information, including a Certificate of Analysis (CoA) for proposed gases, to demonstrate technical capability. Past performance information from the last three years is also required. A written Accessibility Conformance Report (ACR) is needed for any items not compliant with 508 standards.
• Evaluation Factors: Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are combined and are considered more important than price.
• Notes: Offerors are encouraged to inspect the site at their own expense. Prices must be held firm through September 30, 2026. Offerors must include their Unique Entity ID (UEI) number. This acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
