Amendment / Modification

This document contains addenda to FAR clauses 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation—Commercial Products and Commercial Services).

Addendum to 52.212-1:

• Clarifies submission requirements for offers, including the need for a technical description, warranty terms, price breakdown, and SAM.gov information (Cage Code, DUNS).
• Specifies that offers must include acknowledgment of solicitation amendments.
• Details requirements for "equal" products, including meeting salient characteristics and providing descriptive literature or clear references.
• States that offers must hold prices firm for 60 calendar days from receipt, or as otherwise specified.

Addendum to 52.212-2:

• Outlines the evaluation factors: Price and Technical Evaluation/Capability.

• States that Price and Technical Evaluation/Capability are considered equal in importance.

• Describes the evaluation process: offers will be ranked by price first, then a technical evaluation will be conducted on responsive offers, starting with the lowest priced.

• Defines "Acceptable" as meeting specifications and requirements, and "Unacceptable" as not meeting them.

• The Government will continue technical evaluations until at least three offerors are determined "Acceptable," or all offers if fewer than three are "Acceptable."

• Award will be made to the offeror representing the best value based on price and technical capability.

• The Government reserves the right to communicate with offerors, not select a contractor, and to accept part of an offer.

Salient Characteristics

This document outlines the "Salient Characteristics" for the "19 SFS Immediate Response Kit Purchase." It details the specific requirements for several items intended for counter drone detection and defeat capabilities.

• Item 1: Immediate Response Kit: A device to detect, track, and defeat small group classified drones, including deciphering drone signals and operator identification. Must meet specified minimum characteristics.

• Item 2: Rf Patrol Mk2 Wideband: A device for detecting and tracking small group classified drones, including deciphering drone signals and operator identification. Must meet specified minimum characteristics.

• Item 3: Magnetic Antenna Kit Wideband: A device to enhance detection and tracking systems for small group classified drones. Must meet specified minimum characteristics.

• Item 4: Peripheral(s) and Accessories: Includes a counter drone detection system and wideband RF jammer with necessary peripherals, accessories, and upgrades. Must meet specified minimum characteristics.

• Item 5: Dell Rugged Tablet for C2 Tactical w/C2 Tactical Software Configuration: A command and control (C2) platform and device.

• Immediate Response Kit: 1 each

• Rf Patrol Mk2 Wideband: 2 each

• Magnetic Antenna Kit Wideband: 3 each

• Dell Rugged Tablet: 3 each

• Peripheral(s) and Accessories: Varies per kit (1 each for Immediate Response Kit, 2 each for Rf Patrol Mk2 Wideband, 2 each for Magnetic Antenna Kit Wideband).

• New Condition: All systems must be new, not rebuilt or remanufactured, and current production models.

• Warranty: Minimum one-year warranty covering technical support, troubleshooting, and parts replacement.

• Environmental Durability: Must withstand temperatures from -32C to 60C (-25F to 140F), be waterproof/dustproof, and withstand high winds. Specific temperature ranges apply to different components.

• Portability: Lightweight (approx. 26lbs), attachable to MOLLE gear, with a portable carrying/storage case suitable for patrol cars.

• Operational Capabilities: Capable of identifying common drones, transmitting information simply, and operating in a mobile environment. Must include a defeat capability.

• Network Connectivity: Capable of connecting via Ethernet, LTE, satellite, or internet-capable device configuration.

• Construction: Components exposed to the environment must be waterproof, dustproof, and withstand specified temperatures. Antennas must have protective housing and be removable.

• Cybersecurity: Must operate on security platforms protecting against spoofing and jamming.

• Hardware Compliance: FCC-approved hardware with integration capabilities for universal connectivity. Must be able to project wide-range frequency detections.

• Surfaces & Ports: Surfaces must be clean and smooth. Connection ports must be straight, free of obstructions, and protected from debris.

• Painting: Camouflage colors blending with terrain.

• Integrability: Components must be compatible with Drone Shield manufactured systems.

• Maintainability: Easy assembly and disassembly for transport and storage.

• Equipment Training: Operator's manual and visual guide provided; training coordinated with POC.

• Prohibited Software/Hardware: Systems requiring connection to DJI servers are prohibited. Hardware must comply with FCC regulations.

• Environmental Protection: Must meet EPA restrictions.

• Manuals/Drawings: Hard copy of technical manuals/guides required.

• Documentation: All documentation in English and grammatically correct.
