This opportunity seeks a Rough Order of Magnitude (ROM) for the attached Performance Work Statement (PWS) to identify qualified vendors capable of providing tactical small craft training instructors. This is a Total Small Business Set-Aside. Responses are due by May 22, 2026.

Scope of Work

MARFORRES requires experienced personnel to provide tactical small craft training instructors for the 4th Marine Division, 4th Amphibian Assault Battalion, Littoral Craft Company (LCC) C & D. Key responsibilities include:

  • Providing two (2) Training Instructors, one each for USMC Reserve Training Centers in Tampa, FL, and Galveston, TX.
  • Instructing USMC military personnel on Littoral Craft Company (LCC) tactical small craft, specifically the 9-meter Multi Mission Reconnaissance Craft-A (MMRC-A) and 35’ Expeditionary Littoral Craft (ELC).
  • Covering preventive/corrective maintenance, small boat familiarization, standard operating procedures, casualty control, and tactics.
  • Instructing on Amphibious Assault Safety Boat (AASB), 7m Rigid Inflatable Boat (RIB), and Open Water Safety Craft (OWSC).
  • Delivering government-provided group-paced instruction in classroom and underway environments.
  • Assessing crew proficiency using the draft LCC Training & Readiness manual and/or USN PQS 43911-C.
  • Advising and assisting with analysis, design, and development of Coastal and Riverine Maritime related programs, policy, tasks, and functions.
  • Operating MMRC-A and ELC watch stations during underway operations.
  • Assisting with developing training plans and supplemental materials.

Personnel Requirements

Contractors must be U.S. Citizens, fluent in English, proficient in Microsoft Office, and capable of passing a background check for a DoD CAC. They must possess or be capable of obtaining a SECRET security clearance, have an active driver’s license, and be capable of passing "High Risk Training" screening. Required experience includes documented military small boat operator experience (preferably on multiple platforms), proficiency with technical drawings/schematics, specific instructor qualifications (NEC or formal courses), Water Survival Intermediate qualification, and at least 8 years of documented small boat tactical experience (Maritime Navigation, Tactical Boat Operations, Military decision-making processes).

Place of Performance

Primary locations are the USMC Reserve Training Center, Tampa, FL, and USMC Reserve Training Center, Galveston, TX. Occasional travel may be required to MCAS Cherry Point, NC; Stennis Space Center, MS; Fort Knox, KY; and other Gulf Coast and East Coast training areas.
