Littoral Craft Contracted Training Support

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire experienced personnel to provide tactical small craft training instructors for the Marine Forces Reserve (MARFORRES), 4th Marine Division, 4th Amphibian Assault Battalion, Littoral Craft Company (LCC) C & D.

• Provide two (2) Training Instructors, one each for USMC Reserve Training Centers in Tampa, FL, and Galveston, TX.

• Instruct USMC military personnel on Littoral Craft Company (LCC) tactical small craft, specifically the 9-meter Multi Mission Reconnaissance Craft-A (MMRC-A) and 35’ Expeditionary Littoral Craft (ELC).

• Instruction covers preventive/corrective maintenance, small boat familiarization, standard operating procedures, casualty control, and tactics.

• Contractors must be prepared to instruct on Amphibious Assault Safety Boat (AASB), 7m Rigid Inflatable Boat (RIB), and Open Water Safety Craft (OWSC).

• Deliver government-provided group-paced instruction in classroom and underway environments.

• Assess crews' proficiency using the draft LCC Training & Readiness manual and/or USN PQS 43911-C.

• Advise and assist with analysis, design, and development of Coastal and Riverine Maritime related programs, policy, tasks, and functions.

• Provide instruction on tactical small boat operations and tactics in various environments (classroom, field, underway, day/night), including high-risk training (weapons engagement, hoisting).

• Operate MMRC-A and ELC watch stations during underway operations.

• Generate or update qualification test questions, administer written exams, and participate in oral/practical boards.

• Assist with developing training plans and supplemental materials.

• Manage maintenance and sustainment cycles of craft and flotation devices.

• Provide a 12-month training plan with quarterly updates.

• Maintain high personal standards of technical knowledge and professional competence.

• Assess training locations for feasibility.

• Evaluate and provide feedback on individual and crew proficiency.

• Participate in training and exercise planning conferences.

• Provide recommendations for craft modifications.

• Period of Performance: Date of award for 12 months, with four (4) one-year option periods.

• Primary Locations: USMC Reserve Training Center, Tampa, FL; USMC Reserve Training Center, Galveston, TX.

• Occasional Travel: MCAS Cherry Point, NC; Stennis Space Center, MS; Fort Knox, KY; other Gulf Coast and East Coast training areas.

• Personnel Qualifications: U.S. Citizen, fluent in English, proficient in Microsoft Office, able to pass background check for DoD CAC, must possess or be capable of obtaining a SECRET security clearance, active driver’s license, capable of passing "High Risk Training" screening, documented military small boat operator experience (preferably on multiple platforms), proficient with technical drawings/schematics, specific instructor qualifications (NEC or formal courses), Water Survival Intermediate qualification, at least 8 years documented small boat tactical experience (Maritime Navigation, Tactical Boat Operations, Military decision-making processes).

• Safety: Compliance with all command safety instructions, standards, and applicable State/Federal regulations.

• Security: Eligibility for Secret clearance, adherence to DoD security regulations, obtainment of Common Access Card (CAC).

• Government Furnished Equipment: Access to training equipment, facilities, computers, technical manuals, etc. Government will provide PPE for small arms, crew served weapons, and tactical boat operations.

• Work Hours: Normal hours are 7:00 AM - 4:00 PM, Monday-Friday, but may adjust for mission requirements, including weekends and extended hours for training.
