Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the inspection, disassembly, reassembly, and load testing of the FCX Systems Inc. PFC 400 Hz Power Supply equipment/system aboard the CGC Legare.

• Provide a Qualified Technical Representative familiar with FCX Systems Inc. PFC 400 Hz Power Supply equipment.

• Advise on manufacturer's proprietary system information.

• Ensure compliance with manufacturer's procedures and standards during system disassembly, inspection, and reassembly.

• Perform a load test of the 400 HZ FCX Solid State Frequency Converter.

• Government will review work in its entirety prior to issuing invoice approval.

• Contractor must follow all applicable OSHA guidelines and regulations, including COVID safety practices.

• Contractor must comply with U.S. Coast Guard Yard ISO 9001 Quality Management and ISO 14001 Environmental Management Systems.

• Period of Performance (POP): April 27, 2026 – April 29, 2026.

• Location: USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226, aboard the CGC Legare.

• Site Visit: Offerors are urged to inspect the site. Failure to inspect will not be grounds for a claim after award.

• Controlled Unclassified Information: JCP certification may be required.

• Oral Modification: No oral statements modify the contract.

• Government Furnished Items/Services: Material handling, water, compressed air, and electricity (up to 200 amps, 480 volts) will be provided. Contractor must provide 48-hour notice for material handling.

• Contractor Furnished Items/Services: All other equipment and services are the contractor's responsibility.

• Security: RAPIDGate Program and/or Transportation Worker Identification Credentials (TWIC) are required for repeat access (7+ days annually) to the CG Yard. Vendor/contractor companies must be approved by a government sponsor. List of employee names and DOBs required with quotation.

• Regulatory Compliance: Adherence to 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR 1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601, and all federal, state, and local environmental regulations is mandatory.

• Safety Equipment: Hard hats, safety harnesses, and safety glasses are required at all times. Contractor provides all personnel safety equipment meeting OSHA standards.

• Environmental Protection: Strict adherence to CG Yard Environmental Management Systems (EMS), SWPPP, and SPCC plans. Proper transport and disposal of all materials are the contractor's responsibility. Notification required for potential environmental violations and spills.
