Submission & Evaluation
Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by the due date. Emailed or physical proposals will not be accepted. The award will be based on a Subjective Best Value Trade-Off, considering four factors:
