Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contract deployment and distribution services to support the 595th Transportation Surface Brigade (TSB) and its subordinate units' operations missions within the United States Central Command (USCENTCOM) Area of Responsibility (AOR).

  • Global Air Transportation Execution System (GATES) Operations: Operating GATES for seaport operations, coordinating cargo tallying, updating GATES data within 48 hours of discharge, processing GATES files and reports, generating vessel documents, and providing daily In-Transit Visibility (ITV) and import/export summary reports.
  • Integrated Booking System (IBS) and Business Support and Container Management (BSCM) Operations: Managing cargo and reporting, preparing import/export summary reports, reconciling cargo statuses, advising on potential issues with commercial booking, and managing Government Bill of Lading (GBL).
  • Cargo Documentation and Customs Clearance: Assuming responsibility for cargo clearance activities, coordinating with local customs, and preparing necessary documentation.

• Personnel: Contractor personnel must be proficient in Microsoft Office Suite. They must wear Government-issued identification, identify themselves as contractors in communications, and comply with security and safety regulations. Mandatory training and background investigations (NACI) are required.

• Government Furnished Property and Services (GFPS): The Government will provide office space, chairs, desks, phone service, computers, printers, and associated software. Personal mobile phones will not be provided.

• Transition of Operations: A detailed Transition Plan must be submitted within 5 working days of contract award.

• Security: Compliance with DoD security regulations, policies, and procedures for access to installations, facilities, and the NIPRNet computer network is mandatory. Personnel may require a National Agency Check Inquiry (NACI).
