Bidders must complete and submit this form to represent their eligibility as an Indian Economic Enterprise. The enterprise must meet the IEE requirements at the time of offer, contract award, and throughout the full term of the contract. Failure to provide accurate information may result in penalties.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. It constitutes the only solicitation, and no separate written solicitation will be issued. The government is procuring a "Low Boy Trailer" (Trail King TK102HDG or equal requirement).

• One (1) Lowboy trailer, specifically the Trail King TK102HDG or an equal requirement.

• The trailer must meet the salient physical, functional, and performance characteristics of the specified model.

• Delivery is required within 60 days after award.

• Contract Type: Firm-Fixed-Price (FFP) Purchase Order.

• Period of Performance/Delivery Date: 60 days after award.

• Estimated Value: Not explicitly stated, but the NAICS code 333120 (Construction Machinery Manufacturing) has a small business size standard of 1,250 employees.

• Quote Due Date and Time: On or before 06/05/2026 at 1700 Pacific Time.

• Evaluation Criteria: Award will be made to the responsible Offeror whose quote is most advantageous to the Government, considering Technical Acceptability and Price. Technical Acceptability requires demonstrating capability to meet the 120-day delivery timeframe. Price will be the determining factor after technical acceptability is established.

• This requirement is set-aside 100% for Indian Small Business Economic Enterprises (ISBEEs).

• Only offers from entities that are both Indian Economic Enterprises and small business concerns will be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Tohono O'odham Agency Roads Program requires the purchase of one lowboy trailer to transport heavy equipment to job sites across the reservation. This trailer will support the maintenance of over 900 miles of asphalt and dirt roads.

• Purchase of a 40-ton capacity detachable gooseneck lowboy trailer.

• The trailer must be capable of transporting heavy equipment used by the Roads Program, including Road Graders, Front Loaders, Backhoes, and Bulldozers.

• Capacity: 40-ton payload

• Gooseneck: Detachable, hydraulic removable, with air activated lock

• Tires: 255/75R22.5 LR-H with 16-ply rating
