Statement of Work (SOW) / Performance Work Statement (PWS)

To provide elevator and wheelchair annual State and Qualification of Elevator Inspectors (Q.E.I.) inspections and testing, monthly evaluations, maintenance, and repairs for six elevators and two wheelchair lifts within Lowell National Historical Park. The goal is to ensure all equipment is in good working order and safe for public and employee use, adhering to American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1, Inspector's Manual (ANSI) A17.2, and ASME Q.E.I. standards.

• Preventive Maintenance (PM): Firm-Fixed-Price (FFP) contract for regularly scheduled inspection, testing, and preventive maintenance.

• Unscheduled Repairs: Time & Material (T&M) basis for repairs not covered under standard PM, with a not-to-exceed yearly amount of $20,000, requiring COR approval.

• UPS Battery Installation: Purchase and installation of four UPS batteries for specific elevators (CLIN 00040 and 00050) in the base year to enable elevators to return to the ground floor in case of power failure.

• Locations: Services cover elevators and lifts at Boott Mill Building #6, Kirk St. Agents House, Mogan Cultural Center, Market Mills (Visitor Center and LTC), and Wannalancit Mills.

Solicitation / RFP / RFQ

It serves as the only solicitation, and written quotes are requested. A formal written solicitation will not be issued. The government anticipates awarding one (1) Firm-Fixed-Price Purchase Order with Time & Materials Line Items.

• Offerors must submit a technical approach/descriptive work plan demonstrating their ability to meet SOW requirements, including names of any proposed sub-contractors.

• Offerors must demonstrate a minimum of five (5) years of experience on elevators and ADA lifts.

• Offerors must demonstrate a minimum of two (2) years of experience installing UPS batteries.

• Contract Type: Firm-Fixed-Price Purchase Order with Time & Materials Line Items.

• Period of Performance: Anticipated to be June 1, 2026 – May 31, 2027, plus one (1) option year.

• Evaluation Factors: Offers will be evaluated based on the lowest-priced, responsible offeror whose offer conforms to the solicitation requirements for technical acceptability, considering technical factors and price.

• Technical Capability: Evaluated based on the proposed technical approach, experience with elevators/ADA lifts, and UPS battery installation.

• Past Performance: Requires three (3) examples of recent projects (within the past five years) of similar size and scope, including specific contract details.

• Technical Qualifications will be evaluated as Acceptable or Unacceptable based on provided information and past performance.
