Lower Monumental Dam Goat Grazing

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this contract is to have pest plants removed by grazing at the U. S. Army Corps of Engineers (USACE), Lower Monumental Project.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to apply grazing.

• Remove all visible leafy green vegetation within the work area down to the woody stem, to a height of 4" or less.

• A shepherd must be onsite at least every 3 hours between 5:00 am and 9:00 pm, and every 4 hours between 9:00 pm and 5:00 am.

• Provide fencing suitable to keep goats corralled and visitors out of the grazing area. If electrified, signage must be provided.

• Goats must be healthy, free of disease, and inspected for active abscesses and symptoms of Caseous Lymphadenitis (CL) prior to shipment and regularly while on site.

• Contractor must ensure goats over 3 months old have been vaccinated for CL within the past year, or provide proof of a CL-free herd via blood serum testing.

• Vegetation removed to a height of 4" or less.

• Shepherd onsite as per specified intervals.

• Goats free of active CL symptoms.

• Period of Performance: Anytime between 21 April 2026 and 30 June 2026.

• Place of Performance: Lower Monumental Project, Kahlotus, WA, at specific locations identified in Part 3.

• Contractor must obtain all necessary licenses and permits and comply with applicable laws.

• An onsite Point of Contact (POC) fluent in English is required.

• Attend a post-award conference within 14 days of contract award.

• Implement a Contractor Quality Control Plan.

• Comply with all applicable Occupational Safety and Health Act (OSHA) Standards and Corps of Engineers' Safety and Occupational Health (SOH) Requirements (EM 385-1-1).

• Report incidents/accidents to the COR within 30 minutes by telephone, followed by a written report within one (1) working day.

• Ensure proper hygiene and disposal practices for employees.

• Comply with all security requirements, including training and access control.

• Comply with environmental protection laws and regulations.

• Properly dispose of all waste materials.

• Camping facilities are primitive (no hook-up) and may be available at designated sites. Water may be available at various locations, but the contractor may need to provide their own. Potential camping sites, restrooms, and water locations are shown on the map in Part 3.
