Opportunity Overview
CBP currently uses M4/AR platform rifles for duty and training. This solicitation aims to augment and/or replace existing in-service, reserve, and training rifles, and supply parts for maintenance. The contract may also be available for use by other Federal Government Agencies.
Scope of Work
The requirement includes:
- Procurement of complete M4-Style AR platform rifles chambered in 5.56x45mm NATO.
- Provision of various configurations of complete rifles, upper/lower receiver assemblies, and individual parts, available as separate contract line items.
- Armorer training to ensure designated agency armorers achieve and maintain OEM Armorer Certification.
- Vendor administrative and logistical support, including customer service, shipping, handling, and invoicing.
- All parts, assemblies, and complete rifles must be interchangeable with MILSPEC M4 Style AR platform rifles and compatible with Colt brand M4A1 5.56mm Carbine components.
- Compliance with Military Specifications (MILSPEC) for design, material, manufacturing, and performance, with rigorous quality control and documentation.
- Optional items may include Personal Defense Weapons (PDWs), Ambidextrous Magazine Release, and Specialty Coated Bolt Carrier Groups.
Key Amendments
- Amendment A00002 (May 4, 2026): Incorporates the revised Statement of Work (SOW) dated 5-4-2026. This revision corrects the barrel marking in SOW section 4.3.1.h and eliminates the low profile QD adapter in section 4.7.3.a. All other terms and conditions, including the response date, remain unchanged.
- Amendment A00001 (April 27, 2026): Incorporated a revised SOW dated 4-27-2026 and replaced RFP section III.10 (Instructions to Offerors) to eliminate the Frangible Ammunition Compatibility Testing requirements under Part D.
Contract Details
- Contract Type: Indefinite Delivery/Indefinite Quantity (ID/IQ), Firm Fixed Price (FFP) delivery orders.
- Period of Performance: Five (5) year ordering period from the date of award.

Submission & Evaluation

- Submission: Offers must be submitted in two volumes: Volume I (Technical Proposal - Phase I) and Volume III (Price Proposal - Phase II).
- Evaluation: A multi-phase evaluation process will be used. Technical factors are significantly more important than price. Award will be made to the responsible Offeror whose proposal represents the best value to the Government.
