Key Requirements & Experience
Offerors must demonstrate Corporate Capabilities including a minimum of 10 years of construction industry experience in plumbing, hydronic, compressed air piping, and air duct systems, with specific experience in installations at elevations over 30 feet. Subcontractors must have 10+ years in mechanical/plumbing piping and 5+ years in electrical conduit. National Laboratory Experience and Safety Performance is critical, requiring a narrative of at least four projects completed in the past five years, an Experience Modification Rating (EMR) less than 1.0, and a 3-year safety record at or below 85% of BLS General Construction statistics for TRC and DART rates. Key Personnel (Project Manager, Project Superintendent, Safety Coordinator) must meet stringent experience and OSHA training requirements.
Contract Details
This is a Firm Fixed Price contract under NAICS 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a $19.0 Million small business size standard. The period of performance is approximately 199 calendar days from the Notice to Proceed, with an anticipated start date of July 1, 2026, and an end date of September 1, 2026. A bid guarantee of not less than 20% (not to exceed $3 million) is required, along with Performance and Payment Bonds. The subcontract is subject to Davis-Bacon Act wage and labor standards and Buy American Act requirements. Monthly progress payments will include a 10% retainage.

Proposals must be submitted in two parts: a Technical Proposal (70 points) and a Business/Management Proposal.
