Scope of Work
The contractor will provide C2 training services for MSTP/MOCTT and MAGTF Integrated Systems Training Centers (MISTCs) across major Marine Corps bases. This includes:
- Providing Marine Corps Program of Record (POR) C2 systems and Combat Operations Center (COC) instruction and curriculum services.
- Planning and executing collective battle staff training events in a COC environment for Fleet Marine forces and reserve components.
- Classroom computer network and audiovisual operations and integration services.
- Key activities involve C2 systems engineering, operations, integration, individual and collective C2 systems training, curriculum development, academics management, scenario development, COC equipment operations, AV/cyber/computer network support, exercise life cycle planning, Battle Staff Training Exercises (BSTEX), performance assessments, documentation, and C2 systems analysis.
- Personnel security clearances (Top Secret/SCI for MOCTT, Secret for MISTC) are required. Performance will be at Quantico, VA, five MISTC locations, and potentially CONUS/OCONUS exercise locations.

Key Changes & Amendments

Evaluation Factors
Proposals will be evaluated using a best value tradeoff process. Technical Approach (Factor 1) is significantly more important than Past Performance (Factor 2), and both are significantly more important than Price (Factor 3). Price becomes more important as proposals approach parity in non-price factors.
Submission Requirements
All responsible sources must submit a proposal. Offers must be compatible with Microsoft Office 2010 (or earlier) or Adobe Acrobat. Spreadsheets must be in Microsoft Excel 2013 (or earlier). Offerors must be registered in SAM.gov and are responsible for monitoring SAM.gov for updates.
