Quick Summary

The Department of the Air Force at Keesler Air Force Base, MS, is soliciting Architect-Engineer (A-E) services for a Planning Charrette Report (PCR) related to the Repair Runway project (MAHG181094CR). This Request for Qualifications (RFQ) aims to identify qualified firms for a Firm Fixed Price contract to develop 100% design documents for construction. This opportunity is a Total Small Business Set-Aside. SF 330 Architect-Engineer Qualifications packages are due by April 13, 2026.

Scope of Work

The selected firm will provide Title I A-E services, including the development of a comprehensive Planning Charrette Report (PCR). Key tasks involve:

  • Preparing four Courses of Action (COAs) for runway repair, encompassing options for shoulder repair and runway lighting replacement.
  • Conducting topographic and geotechnical surveys.
  • Developing preliminary cost estimates (Class 5, Class 4, Class 3) using specified methodologies.
  • Producing 100% design documents for construction.
  • Participating in various project meetings (kick-off, charrette, reviews) and providing meeting minutes.
  • Adhering to the Keesler AFB Architectural Compatibility Guide and relevant military standards (e.g., UFC 1-200-1).

Contract & Timeline

  • Contract Type: Anticipated Firm Fixed Price for Title I A-E Services.
  • Period of Performance: Approximately 203 calendar days after Notice to Proceed.
  • Set-Aside: Total Small Business.
  • NAICS Code: 541330 "Engineering Services" (Size Standard: $25.5 million).
  • Submission Deadline: April 13, 2026, at 11:00 AM CDT.
  • Published Date: March 31, 2026 (latest update).

Evaluation Factors

This is an RFQ for qualifications, not a request for quote. Evaluation will proceed in two phases:

  1. Phase I: Initial evaluation of SF 330 packages to shortlist a minimum of three firms.
  2. Phase II: Discussions with shortlisted firms, followed by selection of the top-ranked firm. Award will be based on successful negotiation of rates and fees. Key evaluation criteria include specialized experience (at least two projects in the last five years demonstrating compliance with UFC 1-200-1), technical competence, knowledge of the project locality, qualifications of Key Personnel (especially Project Manager), and capacity to complete the work within the 203-day period. Offerors must also comply with DFARS 252.204-7019 (NIST SP 800-171) and be registered in the SPRS system.
