• Construction Budget: The overall construction budget will be addressed in the solicitation document.
• Past Performance Window: The requirement is for past performance efforts within the last 5 years. No revision to the RFQ is planned to extend this timeframe.
• SF330 Response: A full SF 330 response is required, in accordance with Paragraph 4 of the RFQ.
• Past Performance Documentation: Past Performance Questionnaires (PPQs) for relevant projects are acceptable. However, if a CPARS is available for a project, it will be used instead of a PPQ.

These clarifications do not appear to alter the core requirements or submission deadlines of the solicitation but provide specific guidance on how to address past performance and proposal content.

Solicitation / RFP / RFQ

This Request for Qualifications (RFQ) is for Title I A-E Services related to the MAHG181094CR Repair Runway Planning Charette project at Keesler AFB, MS. The government intends to award a Firm Fixed Price contract for these services, which include the development of 100% design documents issued for Construction. The acquisition is anticipated to be set aside for 100% Small Business concerns, with a NAICS code of 541330 "Engineering Services" and a size standard of $25.5 million.

• Title I services, including development of 100% design documents for construction.

• A full design team is required.

• Offerors must demonstrate specialized experience and technical competence in the type of work required, including at least two projects completed within the last five years demonstrating adequate technical expertise and compliance with UFC 1-200-1, DoD General Building requirements.

• Offerors must demonstrate knowledge of the project locality.

• Key Personnel qualifications must be submitted, with a focus on the Project Manager(s).

• Offerors must confirm capacity to accomplish the work within the planned 203-calendar day Period of Performance.

• Past performance will be evaluated, including CPARS ratings and project details.

• Offerors must comply with DFARS provision 252.204-7019 regarding NIST SP 800-171 DoD Assessment Requirements and be registered in the SPRS system.

• Contract type: Firm Fixed Price.

• Period of Performance: Approximately 203 calendar days (to be confirmed).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Objectives (SOO) defines requirements for Service Provider (SP) services to provide Planning Charrette Reports (PCR) for the Repair of the Runway at Keesler AFB, MS. The primary purpose of the PCR is to clearly identify all project requirements and associated scope to complete the project, addressing items that impact cost, functional/operational relationships, maintenance, energy and life cycle costs, utilities, environmental/historical issues, aesthetics, and engineering systems. The PCR will validate/draft the DD Form 1391 (Work Order) and form the basis for adjusting the programming document for cost and scope.

The SP shall furnish personnel, services, equipment, materials, facilities, and other requirements for the performance of the work. This includes:

• Preparing four (4) Courses of Action (COAs) for the runway repair, including a "Status Quo" option, options for shoulder repair, and options for runway lighting replacement.

• Developing a Planning Charrette Report (PCR) with a minimum of four COAs, temporary facility needs, schematic design (50% submission), design development (100% submission), basic major equipment selection, topographical survey, geotechnical report, and a preliminary cost estimate.

• Conducting topographic and geotechnical surveys.

• Developing cost estimates at various stages (Class 5, Class 4, Class 3) using specified software and methodologies.

• Participating in various meetings (kick-off, charrette, 50% and 95% reviews) and providing meeting minutes.

• Preparing draft and final charrette reports, including design concepts, analysis, recommendations, and cost estimates.

• Providing concept drawings and schematic drawings (15% level of effort for preferred COA).

• The SP must have registered Professional Engineers and Architects in relevant disciplines.

• Personnel must be registered in Mississippi or a reciprocal state.

• All work must be performed in accordance with the SOO and applicable standards, regulations, and codes.

• Deliverables must meet specified submission timelines and formats.

• Cost estimates must adhere to specific accuracy ranges and methodologies (e.g., UFC 3-740-05, PACES/MII software).

• The project is located at Keesler Air Force Base, Mississippi.

• The performance period for the complete design charrette is outlined with specific submittal milestones and a total of 203 calendar days after Notice to Proceed (NTP).

• The SP must coordinate with the Contracting Officer's Representative (COR).
