Scope of Work
The awarded contractor will provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the FCH construction. The facility must utilize conventional design and construction methods and comply with DoD Unified Facilities Criteria (UFC) 1-200-01 (General Building Requirements) and 1-200-02 (High Performance and Sustainable Building Requirements). It must also be compatible with applicable DoD, Air Force, and base design standards, including anti-terrorism/force protection requirements. Specific requirements for the Fuel System Maintenance Dock conform to ANGH 32-1084 and ANG Mission Group Hangar Sizes. The project includes base bid items for construction, PFAS sampling and dewatering, soil disturbance and disposal, and demolition of LDR concrete, with an optional additive bid item for satellite parking.
Contract Details
This will be a Firm Fixed-Price (FFP) contract with a Period of Performance of 670 calendar days after the notice to proceed. Performance and Payment Bonds are required. A Project Labor Agreement (PLA) is also required for the resulting contract.
Submission & Evaluation
Bids are due by June 03, 2026, at 10:00 AM local time. Electronic and facsimile submissions are not authorized; bids must be submitted in writing. A Bid Bond and Power of Attorney are required with the bid. Offerors must be registered in the System for Award Management (SAM.gov) and their offers must remain valid for at least 90 calendar days. Award will be made to the responsible bidder whose bid conforms to the invitation and is most advantageous to the Government, considering only price and price-related factors. Additive bid items will not be considered if the base bid exceeds the Independent Government Estimate (IGE).
