Scope of Work

The contractor will perform comprehensive maintenance of airfield pavement markings, including:

  • Runway Markings: Painting white retro-reflective markings on Runway 05/23 and non-reflective on Runway 15/33, including centerlines, edge lines, thresholds, and designation numbers. Old markings will be removed via water-blasting as needed. Friction testing is required for Runway 05/23 (before and after rubber removal).
  • Taxiway Markings: Painting yellow retro-reflective markings for centerlines and hold positions, and yellow non-reflective markings for other features on specific taxiways (F, G, L, N, P, R, S, T, & Y). Old markings will be removed.
  • Apron, Pad, and Ramp Markings: Various markings including aircraft taxi lines, hold positions, parking spots, equipment boxes, edge lines, shoulder markings, nose gear boxes, vehicle roadway markings, and extinguisher boxes. Fuel pit paint markings and Restricted Area Lines (red, non-reflective) will be removed and repainted.
  • General: Includes painting static ground points and other miscellaneous markings as per drawings. Rubber and paint buildup removal (85% target) from designated areas is also required.

Contract Details

  • Contract Type: Firm Fixed Price (FFP).
  • Estimated Magnitude: Between $300,000.00 and $500,000.00.
  • NAICS Code: 237310 (Highway, Street, and Bridge Construction) with a size standard of $45.0 Million.
  • Period of Performance: Work must commence within 10 calendar days of Notice to Proceed and be completed within 60 calendar days. On-site work completion within 30 calendar days.
  • Bonds: Performance and Payment Bonds are required. A bid guarantee of 20% of the bid price or $3 Million (whichever is less) is also required.
  • Funding: Funds are not presently available; award is contingent upon fund availability.

Clarifications & Special Requirements

  • Disposal: Greywater can be disposed of on-site; rubber and paint chips/debris must be disposed of off-site.
  • Night Work: Lighted X's are not required for nighttime runway work. Night operations require advance approval.
  • Markings: Black borders for pavement markings apply only to concrete surfaces for contrast, not asphalt. The contractor is only required to paint over existing markings for areas like "compass row"; no new installation is needed.
  • Coordination: Daily coordination with the Contracting Officer and Airfield Management is critical, especially for runway closures and work in controlled airfield zones.
  • Safety & Environmental: Strict adherence to safety regulations, environmental protection, and waste management is required.
  • Materials: Paint must comply with TT-P-1952F (waterborne, 100% acrylic) and glass beads with TT-B-1325D (retro-reflective).
  • Wage Rates: Bidders must comply with Wage Determination MA20260019 for Hampden County, Massachusetts.
