Maintenance, Repair, Overhaul (MRO) Oracle Applications Database Administration

Request for Information (RFI)

This RFI is issued by the Department of the Air Force, Business and Enterprise Systems Directorate, for market research purposes. It seeks information from qualified 8(a) small business vendors regarding their capabilities to provide sustainment, modification, and support for the Maintenance, Repair, and Overhaul (MRO) and Cloud One Oracle Cloud Infrastructure (OCI) Department of Defense (DoD) Impact Level 4 (IL4) environment. This RFI does not constitute a commitment to contract or an invitation for proposals.

The government is researching vendors capable of providing services including, but not limited to:

• Modifying current capabilities and software maintenance
• System design and development
• System performance monitoring and metrics
• Database design and development
• Test and evaluation
• Training, integration, and migration
• Risk management and configuration management
• Section 508 compliance and documentation updates
• Helpdesk support and production support
• Commercial Off-the-Shelf (COTS) upgrades

Specific tasks include providing technical direction on integration of MRO solution components, tracking and monitoring development environments, and supporting issue resolution.

This RFI is for market research only and does not commit the government to a contract. No contract type, period of performance, or estimated value is stated.

• Responses are limited to ten (10) pages, submitted electronically in Microsoft Word or PDF format.
• Vendors must self-certify as a small business under NAICS Code 541519 (Other Computer Related Services).
• Capability packages should demonstrate experience and understanding of the MRO mission and the scope of services.
• Key information to include: company details, POC, small business size, 8(a) graduation date, NAICS code acknowledgement, qualification information, and level of involvement.
• Vendors should also address their interest in submitting a proposal, demonstrated capability, financial capability, ability to provide additional services, potential teaming arrangements, employee experience, and security requirements (DD 254, Tier 3 investigation, 8140 requirements, IT Level I access).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Oracle Applications Database Administrators to provide technical direction and support for the Maintenance, Repair, and Overhaul (MRO) solution. The MRO solution is a web-enabled system utilizing Oracle eBS and related modules to support organic depot maintenance for the Air Force Sustainment Center.

• Provide technical direction and support for the integration of MRO solution components with various government systems (DISA, OCI, ERP-CS, etc.) and the System Implementer.

• Support the architecture, design, installation, configuration, integration, performance, and operations of the MRO software solution.

• Assist in maintaining multiple instances of Oracle eBS R12.2.X/Oracle Fusion or later, including Oracle ERP Cloud applications, in government-approved environments.

• Perform database and application administration in accordance with Oracle best practices.

• Key tasks include: tracking and monitoring environments, implementing and maintaining security, assisting with DISA and Oracle Security Technical Implementation Guides (STIGs), resolving technical issues, enforcing security policies, administering Oracle Workflow Mailer, implementing/upgrading/tuning Oracle eBS environments, performance tuning, user account management, troubleshooting database and application issues, developing automation procedures, proactive patch identification, and coordinating OS/WebLogic/application upgrades.

• Deliverables must be provided on time and in accordance with applicable Contract Data Requirements Lists (CDRLs).

• Technical and planning documentation must be accurate, clear, and without grammatical errors or misspellings, thoroughly capturing analysis results.

• Failure to meet delivery dates or deliver acceptable documentation may result in remedies outlined in FAR clause 52.246-4 and negative CPAR comments.

• Work is to be performed at a Government-approved facility in the Dayton, OH area or remotely.

• Telecommuting/telework may be approved on a case-by-case basis by the COR/TPOC.

• Contractor personnel are expected to work an average 40-hour week, with potential for extended hours or weekend work with prior CO approval.

• 24/7 support is required for Tier-1 service desk issues, with Tier 2 and 3 support during core business hours.

• Contractor personnel must meet DoD Manual 8140.03 requirements (e.g., Cybersecurity Baseline Certification, Background Investigation).

• Personnel must have a minimum of seven years of Oracle eBS R12.2.X/Oracle Fusion DBA experience or four years of PEO/BES eBS DBA experience.

• Experience with Oracle Relational Database Management System (RDBMS), RAC, cloud offerings, Multi-Tenant Container databases, Oracle-Engineered infrastructure (Exadata, PCA), cloud-based Oracle eBS administration, and Infrastructure as Code (Terraform) is required.

• Security requirements include background investigations, Common Access Card (CAC) issuance, and compliance with various security regulations (DFARS, NIST, etc.).

• Contractors must comply with OSHA requirements and submit a Safety and Health Plan.

• Contractor Performance Assessment Report (CPAR) applicability is noted for contracts valued at $1M or more, with assessment criteria including Quality of Product/Service, Schedule, Business Relations, and Management of Key Personnel.

• Government Furnished Property and Services include workspace, computer resources, and access to facilities and information sources.
