Scope of Work

The contractor will provide comprehensive maintenance and repair services, including commissioning and decommissioning, for leased U.S. Government housing. Services encompass:

• General Maintenance & Repair: Plumbing, electrical work, carpentry, painting, roofing, masonry, and general mechanical tasks (e.g., appliance, garage door, pump systems).
• Specialized Services: Deep cleaning, window treatments, faucet/sink replacement, drain cleaning, water heater maintenance, outlet/switch replacement, lighting upgrades, GFCI installation, cabinet/door/baseboard repairs, leak repair, gutter maintenance, plaster/stucco repair. All services must adhere to local and American standards, with the stricter standard applying. A bilingual (English/Spanish) supervisor is required to liaise with the Government.

Contract Details

• Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ), potentially multiple-award.
• Period of Performance: One (1) base year with four (4) one-year option periods.
• Minimum Order Guarantee: $3,900 USD per year.
• Maximum Order: To be determined (TBD).
• Payment: Via wire transfer within 30 days after completion and receipt of a proper invoice.

Submission & Evaluation

• Proposal Due Date: Friday, May 29, 2026, by 10:00 AM Mexico City local time.
• Submission Method: Electronic responses via email to MexicoCityGSOSolicitations@groups.state.gov.
• Required Volumes:
  • Volume I: Standard Form (SF) 1442 (blocks 14-20C) and Section K.
  • Volume II: Price proposal (Section B, Section J, Exhibit 9 "Breakdown of Proposal Price by Divisions of Specifications").
  • Volume III: Performance schedule (bar chart), Business Management/Technical Proposal, Proposed Work Information and Experience, Past Performance, and Exhibit 14 Safety Plan.
• Evaluation Criteria: Award will be made to the responsible company submitting a technically acceptable proposal at the lowest price (LPTA). The Government intends to award without discussions, so initial offers should represent the best terms.
• Offer Acceptance Period: Offers must provide at least 120 calendar days for Government acceptance.
