Purpose
This RFI is for market research and acquisition planning purposes only. It aims to identify qualified sources and gather Capability Statements and Rough Orders of Magnitude (ROM) based on estimated workload. This is not a Request for Proposal (RFP) and does not commit the Government to any contract.
Scope of Work
The contractor will provide non-personal IT operational support across a portfolio of systems, primarily D-CATSe, which is the authoritative case management system for DoW OIG administrative investigations. Services include, but are not limited to:
- Program and Project Management
- Risk Management
- Requirements Management, Analysis, and Assessment
- Systems Engineering (including Cybersecurity)
- System Design and Configuration Management
- Test and Evaluation
- Operations, Maintenance, and Sustainment
- Tier 2 Help Desk Support
- Continuity of Operations (COOP) Planning and Support
Support for D-CATSe requires continuous, high-availability operational support for a global user base, leveraging Microsoft technologies (Dynamics CRM, SharePoint, Azure, SQL).
Contract & Timeline
- Contract Type: Firm-Fixed-Price Level-of-Effort (FFP-LOE)
- Period of Performance: One (1) base year with four (4) one-year option periods
- Place of Performance: Primarily Mark Center, Alexandria, VA, and the contractor’s site
- Security Requirements: Active Secret Facility Clearance required at contract start; all personnel must have at least an interim Secret clearance.
- Required Sources of Supply: Contractor must use the Department of War Enterprise Software Initiative (DOW ESI) contract for applicable software and supplies.

Submission Requirements
Interested parties must submit a response including:
- Company Information: Name, address, website, POC, CAGE, UEI, business size, and socio-economic statuses under NAICS 541512.
- Capability Statement: Detailed statement (max 10 pages) demonstrating capability, experience with similar DoD Microsoft-based enterprise systems, and at least two relevant past performance examples from the last five years.
- Rough Order of Magnitude (ROM): Price estimate based on the PWS estimated workload and labor categories.
- Specific Questions: Responses on DOW ESI utilization, approach to recruiting/retaining cleared personnel, and feedback on the PWS clarity/efficiency.
