Sources Sought Notice

This Sources Sought Notice (SSN) is for market research purposes only to assist the Washington Headquarters Services / Acquisition Directorate (WHS/AD) in determining the appropriate acquisition method for a no-cost contract. This contract will support The Research and Engineering Manufacturing Technology Program Support Defense Manufacturing Focused Conference. This is a follow-on effort to a previous contract awarded to Arctos Technology Solutions, LLC. The government is not soliciting proposals or quotations at this time and will not pay for any information provided.

The government is seeking information regarding capabilities to support an 18-month base period with two 18-month option periods, as detailed in the draft Performance Work Statement (PWS). Specific areas of interest include venue management, scalability for attendee changes, security and access control, compliance with accessibility standards and government regulations (including ADA), and website registration systems for attendee PII security.

• Format: Capabilities statement, limited to ten (10) pages, 11-point font, one-inch margins. MS Word or PDF format. Zipped files, phone calls, and meetings are not accepted.

• Content: Capabilities statements should address experience, staffing, and technical capabilities, and answer specific questions outlined in Section II.B of the notice.

The government encourages responses from all interested sources, including small businesses and socioeconomic concerns. Respondents must identify their small business category if applicable. The Contracting Officer will use responses to determine if there is a reasonable expectation of obtaining offers from two or more responsible small business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the Defense Manufacturing Focused Conference (DMFC), a non-personal services contract where the Government does not exercise supervision or control over the contractor's service providers.

• Organize, plan, and execute the annual DMFC, bringing together industry and Government on topics related to the ManTech program and the advanced manufacturing industrial base.

• The contract is awarded as a no-cost contract, with the contractor recouping costs through revenue from attendee registration, exhibitor, and sponsorship fees.

• The conference requires space for general and breakout sessions, an exhibit hall for approximately 150 exhibitors (200 vendor booths), and is to be maintained at an unclassified level.

• The contractor is responsible for all obligations, assessments, and fees for the conferences.

• Project and Schedule Management Compliance: Deliverables must be accurate, complete, and submitted on time (95% on-time submission, no more than 3 days late without COR approval).

• Venue Procurement: Contracts must be executed within 120 calendar days, with documentation proving competitive, best-value selection.

• Dedicated Website and Mobile Application: Digital platforms must be operational at the 11-month mark with 99% uptime and issues resolved within 48 hours.

• On-site Execution and Logistics: Efficient registration and active vendor management with no more than a 10-minute peak wait time.

• Final Registration Spreadsheet: All attendee data (PII) must be protected and transmitted via DOD SAFE or equivalent (100% compliance).

• Period of Performance: One (1) base period of 18 months and two (2) 18-month option periods.

• Place of Performance: Contractor site.

• Contract Type: No-cost contract.

• Travel: Contractor travel is not reimbursed by the Government and must be covered by the vendor.

• Quality Control: Contractor must develop and maintain an effective quality control program.

• Security: Contractor is responsible for safeguarding Government equipment, information, and property.

• Conflict of Interest: Contractor must manage and disclose any organizational or personal conflicts of interest.

• Data Rights: Contractor assumes responsibility for protecting the confidentiality of Government records.

• Personnel: Contractor personnel must sign a WHS/AD Non-Disclosure Agreement (NDA).
