Evaluation
Award will be made on a Best Value basis. Non-price factors, including Technical Capability, Past Performance, and Management and Staffing, when combined, are significantly more important than price. Proposals must be submitted in four parts: Technical Capability (max 7 pages, including sample report), Past Performance (two recent references), Management and Staffing (max 5 pages, including resumes), and a Price Proposal (max 3 pages).
Additional Notes
Funds are not currently available but are anticipated before award. Travel will be reimbursed at actual cost, not to exceed Federal Travel Regulations, with no fee or profit applied.
