Performance Work Statement (PWS)

To provide full preventative maintenance (PM) and repair services for gym equipment at the Walker Hall Sports Medicine Facility, Marine Corps Recruit Depot (MCRD), San Diego, CA. The goal is to ensure all equipment is maintained at proper safety levels, remaining fully functional and operational.

• Routine PM: Monthly maintenance including general maintenance, lubrication, cleaning, adjustments, inspections, and performance testing of all gym equipment. Specific tasks include cleaning chains and springs, lubricating components, adjusting belt tension, vacuuming, and tightening hardware.

• Repairs: Address equipment that is not functioning properly, including repairs for damage to internal or external parts, ripped upholstery, and component failures (bearings, belts, electrical components, etc.).

• Exclusions: Does not cover repairs for damage due to negligence or abuse, unauthorized modifications, or unauthorized service work. Detergent and daily routine maintenance as per the equipment manual are also excluded.

• All services must be performed by qualified technicians.

• A service ticket must be submitted for all services performed, detailing the contractor, date, contract number, description of service/repair, model/serial number, physical location, recommended repairs, and anticipated end-of-life.

• Unscheduled maintenance response time: Contractor to contact TPOC within 24 business hours to schedule a service call.

• Warranty: One (1) year from final acceptance against defects in workmanship, materials, and parts under normal operating conditions.

• Location: Walker Sports Medicine Facility at Walker Hall, building 573, Marine Corps Recruit Depot, San Diego, CA.

• Working Hours: On-site service/repair during normal working hours (0700-1530), Monday through Friday. Evening, weekend, or holiday work requires advance coordination with the TPOC.

• Over and Above Work: Procedures for repairs outside the scope of standard maintenance are detailed, requiring contractor substantiation and Contracting Officer (CO) authorization. Estimates for such work must include specific details on parts, labor, and lead times.

• Technical Point of Contact (TPOC): Provides assistance with problem resolution and technical clarification but cannot authorize changes.

• Contracting Officer (CO): The sole authority for directing changes to the contract.

• Disposal: Contractor is responsible for off-base disposal of materials in accordance with all applicable laws and regulations.

• Equipment List: Refer to the attached "Walker Hall Gym Equipment List" for specific equipment details.

Solicitation / RFP / RFQ

This solicitation is for "Preventative Maintenance for Gym Equipment." The government is seeking proposals for this service.

• "Over and Above Work" is also covered, which includes vendor-specific parts/service not covered by the CLIN, in accordance with the Performance Work Statement (PWS), Equipment List, and DFARS Clause 252.217-7028.

• Contract Type: Firm Fixed Price.

• Period of Performance: Multiple CLINs and Option Line Items span from May 2026 to May 2031.

• The contract includes an option to extend the term.

• Submission Deadline: April 30, 2026, 12:30 PM Pacific Standard Time (PST).

• Evaluation will be based on a comparative evaluation of all received quotes, considering Technical Capabilities, Price, and Past Performance.

• Technical Capabilities: Requires a Capabilities Plan demonstrating understanding of the PWS requirements.

• Price: Will be evaluated for fairness, reasonableness, and balance.

• Past Performance: Requires submission of the most recent (within 3 years) past performance record.

• The acquisition is set aside for North American Industry Classification Standard (NAICS) 811490 with a size standard of USD 9,000,000.00.

• The solicitation incorporates FAR 52.212-1, 52.212-4, and potentially 52.212-3 by reference.

• Contractors must use the Wide Area Workflow (WAWF) system for receipt and acceptance.

• Standard Form 1449 (SF1449) must be completed.
