This amendment modifies the requirement section of the original solicitation. The original requirement for "whole-rock strontium-hafnium-lead-neodymium isotope analyses" from the USGS GMEG Science Center has been changed to a requirement for the USGS Pacific Coastal and Marine Science Center to perform "a full rebuild of an oversized marine trailer."

This document is a combined synopsis/solicitation for commercial products and/or services, prepared in accordance with FAR Part 12.202(b) and 5.101(c). It seeks a firm fixed-price purchase order, subject to the Service Contract Act, for the comprehensive rebuilding of a 10-year-old oversized marine boat trailer for the U.S. Geological Survey (USGS) Pacific Coastal and Marine Science Center (PCMSC). The objective is to restore structural integrity, modernize mechanical systems, and improve reliability and safety for scientific operations.

• Rebuild Scope: Full mechanical and structural rebuild of the oversized marine boat trailer.

• Axles: Replace existing 9,000 lb axles with three (3) new, 10,000 lb capacity spring axles with disc brakes. Axles must be marine-rated, corrosion-resistant, and compatible with the trailer's frame and load profile.

• Bearings and Hubs: Convert new axles with "Air-Tight" 10k pressurized and sealed hub protection kit.

• Braking System: Replace with new disc brake components compatible with 10,000 lb axles.

• Wheels and Tires: Inspect existing; replace if worn, damaged, or unsuitable for the higher axle load.

• Suspension: New springs with complete axle assembly.

• Electrical System: Inspect and replace as needed to ensure full DOT compliance, using sealed submersible components where possible.

• Bunks and Hull Support Structures: Inspect and reuse intact components; replace elements compromising safe transport or structural support. Replace plastic fender covers with rigid fenders.

• Safety Equipment: Inspect and reuse winch, breakaway brake system, safety chains, and tie-down hardware if in good condition and compliant; replace defective or worn parts.

• Coatings: Strip and reapply marine-grade protective coatings; inspect and reuse structurally sound stainless or galvanized hardware.

• Deliverables:

  • One (1) rebuilt oversized marine boat trailer.
  • One (1) inspection and certification report.
  • One (1) post-rebuild operational checklist and test log.
  • One (1) detailed parts and service documentation package.

• Contract Type: Firm fixed-price purchase order.

• Period of Performance: 90 calendar days from contract award (estimated 05/01/2026 to 07/31/2026).

• Government Furnished Property: One (1) oversized marine boat trailer (estimated value $30,000).
