Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks

Quick Summary

The Federal Aviation Administration (FAA) is conducting a Market Survey (Sources Sought) to identify interested contractors capable of designing and constructing two new Airport Traffic Control Towers (ATCTs). These towers are planned for Prescott, AZ (PRC) and Mesa, AZ (FFZ). The FAA estimates the cost for each site to be between $40 million and $70 million. Responses are due by April 21, 2026.

Scope of Work

The opportunity involves the design and construction of two distinct ATCT facilities:

  • Prescott, AZ (PRC): A 650 sq ft, twelve-sided cab, with an estimated height of 140 feet AGL to the cab floor, and a 13,903 sq ft one-story base building.
  • Mesa, AZ (FFZ): A 550 sq ft, eight-sided cab, with an estimated height of 111 feet AGL to the cab floor, and an 11,725 sq ft one-story base building.

The project will utilize a Design-Build delivery method, with an intent to use a Firm Fixed Price (FFP) contract. General facility design and construction elements include site work, infrastructure, ATCT, base building, utility extensions, connectivity, roadways, security, and landscaping. Services encompass all design (complying with FAA's Terminal Facilities Design Standard), construction (providing a fully functional ATCT), and commissioning coordination and support.

Evaluation & Purpose

This market survey is for informational purposes only, intended to assist the FAA with acquisition strategy development and to understand the commercial marketplace. It is not a Screening Information Request (SIR) or Request for Proposal (RFP), and the FAA is not seeking unsolicited proposals. The information gathered may be used for future procurement activities. The Government will not reimburse firms for response costs.

Submittal Requirements

Interested sources should provide:

  • Company details (name, address, POC, business classification, UEI).
  • Relevant experience in large, complex construction projects of similar value, specifically vertical construction (high-rise >75ft, >$10M, mission-critical facilities like ATCTs/hospitals/data centers, within 10 years).
  • Bonding capacity and years in business.
  • Feedback on alternative contract types to FFP, appealing incentive structures, and interest in one or both project locations (including impact of simultaneous execution).
  • Proposed duration for design-build completion, actions FAA could take to increase interest, existing Design-Build teaming agreements, and foreseen opportunities/risks.
  • Preference for pre-cast concrete or steel construction.

All submittals must be emailed to Susan.Newcomb@faa.gov by the deadline. An active SAM registration is required for any government award.
