Scope of Work
The required services encompass components through system-level engineering, Subject Matter Expert (SME) technical and training support for the modernization, sustainment, and on-site technical support of SSCS. This includes support at NIWC Atlantic Charleston, SC, NIWC Atlantic Portsmouth, and Foreign Military Support (FMS) sites. Contractors must provide personnel for 24/7/365 on-site support at locations such as Virginia, Hawaii, Italy, Japan, Washington, and Georgia. Key areas of support include:
- Integrated program and project management, financial management, and planning.
- Systems technical support for various DoN and DoD IT systems, including troubleshooting, maintenance, configuration management, and cybersecurity.
- Software engineering, equipment/material support, and lifecycle logistics.
- Configuration management, cybersecurity/information assurance (IA), and training support.
- Testing support, ISEA engineering support, and Foreign Military Support (FMS).
- TACAMO support and production support.

Submission & Evaluation
Responses must be submitted in a specific format (8.5x11 inch paper, single-spaced, 1-inch margins, 12-point Times New Roman font, no graphics). Required sections include a Corporate Description (firm name, size status, ownership, POCs, CAGE/DUNS, affiliates, Table 1, relevant experience, facility clearance, CMMC status) and Corporate Capabilities (summarizing experience relevant to the Draft PWS). Respondents must detail projected level of effort capability for specific functional areas in Table 1 and submit 1-4 citations of current and relevant work (within 3-5 years). Applicable limitations on subcontracting clauses (FAR 52.219-14) will apply, requiring small business primes to not pay more than 50% of contract performance to non-Similarly Situated Entities (SSEs).
