Scope of Work
The contractor will provide a 4-Star Rated (or higher) venue and supporting services for one MER, accommodating up to 43 individuals (20 couples and 3 staff) in 23 guest rooms. The facility must be a resort, hotel, boutique hotel, or inn located within 1.5 miles of Lake Geneva, Wisconsin, with lake access. Key requirements include a training/conference room, private dining room, on-site staff, recreational amenities, and a full-service restaurant. Food and beverage services, including five meals, three snack services, and beverage service during training, must be provided, accommodating special dietary needs. Complimentary Wi-Fi, an ADA-compliant elevator, and ice machines are also required. The facility must comply with ADA and the Hotel and Motel Fire Safety Act.

Submission & Evaluation
Proposals are due on June 9, 2026, at 10:00 AM Local Time. Evaluation will be based on an Acceptable/Unacceptable basis for Technical Factor I (meeting PWS minimum qualifications), past performance, and price. Offerors must submit up to two (2) most relevant past performance contracts within the last five (5) years, utilizing the provided Past Performance Information Form (Attachment II). Past performance will be evaluated using the Past Performance Report Form (Attachment I) completed by previous clients. Price quotes must include a total price and a complete breakdown of costs.
Important Notes
The Government reserves the right to cancel or reschedule the MER at no additional cost. All changes must be finalized through a written contract modification. Payment will be made via DFAS Electronic Funds Transfer (EFT) utilizing the Wide Area Work Flow (WAWF) System.
