Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Child & Youth Summer Camp services for military dependents, focusing on team building, resiliency, and leadership development.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, meals, and non-personal services for two summer camps.

• The contractor must provide a safe, family-friendly venue, lodging, and meals.

• Activities must focus on evidence-based youth leadership and resiliency training.

• At least 25% of contractor staff must be CPR certified.

• Venue must be within a 100-mile radius of Baltimore, MD.

• Contractor must protect Personally Identifiable Information (PII) in accordance with DFARS and DoD directives.

• Contractor must adhere to a zero-tolerance policy regarding trafficking in persons.

• Youth Summer Camp: June 22 – June 26, 2026 (5 days) for 43 participants (41 youth, 2 staff).

• Teen Summer Camp: August 03 – August 07, 2026 (5 days) for 28 participants (26 teens, 2 staff).

• Venue must be a nature/wilderness camp setting.

• Lodging: Enclosed buildings with electricity, AC, potable water, and gender-separated bathrooms/showers. Open bay or multiple occupancy rooms required.

• Meals: Provide 13 meals and 3 snacks per day per event, with Vegan and Gluten-free options. Menus require approval by the Contracting Officer.

• Activities: Include rock climbing, mindfulness, social-emotional learning, relationship-building, and wilderness adventure challenges. Certified safety instructors are required for specific activities.

• Security: Adherence to COMSEC/IT security protocols and protection of PII is mandatory.
