Performance Work Statement (PWS)

To provide comprehensive laundry services for soiled linens and military uniforms for the Maryland Army National Guard (MDARNG).

• Services: Provide all personnel, equipment, and materials for laundry services.

• Items: Includes soiled linens (pillowcases, sheets, mattress covers, wool blankets) and military uniforms (moisture-wicking/cotton, man-made materials, shorts, T-shirts, jackets, long pants).

• Frequency: Pickup and delivery services are required Monday-Friday.

• Schedule: Laundry pickup and delivery shall occur every two weeks, with a maximum of 700 pounds collected. Delivery turnaround time can be as soon as 24-72 hours, but no more than 7 days. Delivery and pickup are scheduled for Tuesdays, with exceptions for emergencies.

• Processing: Wash, dry, fold, and package items separately by bag, with contents identified by item type and quantity.

• Reporting: Provide a missing item slip for lost items and retrieve them on the next service date or provide clarification.

• Cleanliness: Linens must be free of stains, odors, hair, lint, or residue.

• Finishing: Linens must be wrinkle-free, evenly folded, and neatly packaged.

• Quality: No visible stains, tears, or excessive wear. Items must be dry and free of moisture upon delivery.

• Damaged Items: Damaged items should be removed from circulation and reported.

• Turnaround Time: Maximum of 7 days for delivery.

• Volume: Maximum of 700 pounds per two-week cycle.

• Period of Performance: 1 Base Year (12 months) and 4 Option Years (12 months each).

• Place of Performance: Maryland Army National Guard’s 70th Regiment Headquarters at Building E4221, Aberdeen Proving Grounds-EA, Maryland 21010-5401.

• Quality Assurance: Government will utilize a Quality Assurance Plan focused on contractor performance against standards.

• Holidays: Contractor is not required to perform services on recognized US holidays.

• Installation Access: Contractor employees must comply with installation access, security policies, and undergo background checks. Vehicles are subject to search.

• Identification: Contractor employees must wear identification badges and identify themselves as contractors.

• Safety: Compliance with Occupational Safety and Health Administration (OSHA) guidelines and Maryland business workplace safety certification is required.

• Point of Contact: Contractor must designate a primary and alternate point of contact with full authority.

• Combating Trafficking in Persons: Zero-tolerance policy applies.

• Invoicing: Provide invoices detailing items picked up/delivered, time, date, and cost.

• Certifications: Personnel must possess required technical skills and expertise.

• Data Rights: No military data transmitted without COR approval.

• OCI: Contractor must notify KO of any potential Organizational Conflicts of Interest and submit a mitigation plan.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically laundry services, prepared in accordance with FAR Part 12. It serves as a request for quote (RFQ) and a separate written solicitation will not be issued. The acquisition is for the Maryland Army National Guard (MDARNG) 70th RTI unit.

• Provision of laundry services, including pick-up and delivery of approximately 700 lbs of laundry every two weeks.

• Services are to be provided in accordance with the attached Performance Work Statement (PWS).

• Prices must be all-inclusive, covering all services, supplies, and delivery.

• Contract Type: Firm Fixed Price.

• Period of Performance: 01 September 2026 to 31 August 2027, with four (4) one-year option periods.

• NAICS Code: 812320 (Drycleaning and Laundry Services, except Coin-Operated).

• Product Service Code: S209.

• Quotes must be submitted by 09 June 2026 at 12:00 PM EDT.

• All proposals/quotes shall be emailed to Contract Officer: Mr. Cory Silfies at cory.l.silfies.civ@army.mil.

• Award will be based on price and other factors, including the Performance Work Statement (PWS) and Section 5.

• Quotes must be firm-fixed-price and valid for at least 30 days.

• Offerors must have an active registration in SAM.gov.

• Offeror's record in FAPIIS and SPRS will be reviewed prior to award.

• This acquisition will be issued as a small business set-aside.

• Deadline for questions/clarifications: 28 May 2026 at 12:00 PM EDT.

• Solicitation closes (Quote Submission Deadline): 09 June 2026 at 12:00 PM EDT.

• Offerors must be registered in SAM and remain active during the period of performance.

• UEI, Duns & Bradstreet, CAGE Code, and Federal Tax ID numbers must be submitted with the offer.

• Submission of a quote acknowledges receipt and understanding of the requirements.
