Purpose & Scope
ANAD requires external laboratory services due to a lack of in-house capacity for comprehensive materials testing. The services are crucial for ensuring the quality, safety, and reliability of military vehicles and equipment. This AoI is issued under CSO W911KF-25-S-C002, authorized by Section 803 of the National Defense Authorization Act for FY2022. The anticipated period of performance is one year from the award date.
Key Requirements
Contractors must maintain ISO/IEC 17025 Accreditation and provide:
- Weld Procedure Qualification Sample Processing: Including Non-Destructive Testing (NDT) (Visual, Magnetic Particle, Liquid Penetrant, Ultrasonic, Radiographic, Eddy Current) and other tests (Tensile, Bend, Macroetch, Chemical Analysis, Charpy V-notch) per AWS, ASME, and Military Standards.
- Materials Identification: Using analytical techniques like Optical Emission Spectroscopy (OES), X-Ray Fluorescence (XRF), Positive Material Identification (PMI), and Microscopy.
- General Materials Testing: For ferrous/non-ferrous metals, polymers, coatings, etc., including Hardness, Tensile, Impact, Corrosion, Plating, Chemical, Microstructural, and Failure Analysis.
- Reporting: Comprehensive electronic test reports detailing procedures, results, analysis, applicable standards, and photographic documentation.
Contract Details
This is a Commercial Solutions Opening AoI. ACC-ANAD is not obligated to issue an RFP or make an award, and awards are subject to fund availability and successful negotiations.
Submission & Deadlines
- Questions Deadline: May 14, 2026.
- Site Visit: May 11, 2026, at 10:00 AM CST. Interested parties must notify POCs three working days prior.
- Written Solution Submission: Due by May 26, 2026, at 4:00 PM CDT. Submissions must be via email to the specified POCs with the subject line "SOLUTION for Specific AoI 0006 Material Laboratory Services."
- AoI Open Period Closes: May 26, 2026, at 4:00 PM CDT.
Eligibility & Notes
Companies must be registered in the System for Award Management (SAM.gov). Both traditional and non-traditional defense contractors are eligible. This AoI does not authorize performance or obligate the Government for costs incurred by offerors. The Government reserves the right to modify requirements.
