Justification & Rationale

This JOFOC, citing 41 U.S.C. 1901, explains that market research found no commercial or open-source alternatives capable of fully replicating MathWorks' integrated functionality, toolchain support, and compatibility required by NASA. MathWorks is identified as the sole developer, owner, and authorized distributor of MATLAB and Simulink, with intellectual property rights preventing third-party development of equivalent products. A notice of intent to award was published on SAM.gov on February 25, 2026, which received no responses. The Contracting Officer will determine the anticipated cost to be fair and reasonable through price analysis.
