Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Medical Counter – Chemical, Biological, Radiological, and Nuclear (MC-CBRN) Support services for HQ AETC/SGX. The objective is to provide non-personal advisory and assistance (A&AS) services to support the MC-CBRN program, focusing on medical emergency management.

• Provide oversight and compliance of policy, guidance, and technical support for the MC-CBRN program.

• Support day-to-day activities and serve as reach-back support to installation Medical Emergency Managers (MEMs).

• Review unit Medical Contingency Response Plans (MCRPs) for compliance and validate medical response capabilities.

• Collect and evaluate MC-CBRN guidance change requests.

• Maintain situational awareness of Federal Coordinating Center capabilities.

• Coordinate support for Federal Coordinating Center staff assistance visits and National Disaster Medical System (NDMS) bed availability reporting.

• Assist with the preparation and execution of the Home Station Medical Response (HSMR) annual budget.

• Act as a subject matter expert for MC-CBRN program matters.

• Provide home station medical response training support.

• Provide guidance on HSMR inventory.

• Monitor and assist with medical exercise development, execution, and improvement planning.

• Facilitate Public Health Emergency Management nominations.

• Performance objectives are summarized in a Service Summary, with performance thresholds indicating minimally acceptable levels of service.

• Performance will be monitored and documented monthly via a surveillance checklist and annually via CPARS.

• Key performance objectives include:

  • Reviewing and providing guidance on Medical Emergency Management Policy and Tactics, Techniques, and Procedures (90% monthly).
  • Monitoring FCC capabilities and coordinating support (90% bi-annually).
  • Assisting in preparation and execution of the MAJCOM Program Element Code (PEC) 28036F budget (performance rated on a scale from Excellent to Unsatisfactory based on timeliness, errors, and complaints).
  • Providing HSMR training support and oversight to installation MEMs (90% monthly).

• The primary place of performance is HQ Air Education and Training Command, JBSA- Randolph, Texas.

• Occasional travel may be required within the San Antonio area, AETC base locations, and HQ AFMEDCOM.

• Contractor personnel may be required to travel throughout the Continental United States (CONUS) for training, mission requirements, and meetings.

• Contractor Employees: Must meet minimum qualifications including at least 3 years of experience in emergency management medical field, DoD experience, functional knowledge of workflow analysis, multi-tasking ability, proficiency in Microsoft Office and internet search tools, and experience in medical CBRN response and NIMS. Must complete specific FEMA Independent Study courses within the past five years. Must possess English language proficiency.

• Training: Annual mandatory training includes HIPAA & Privacy Act, DoD Cyber Awareness Challenge, DoD Controlled Unclassified Information Training, and Derivative Classification. One-time training includes Environmental Management Systems, OPSEC Awareness, and various FEMA courses.

• Security: Contractor personnel require a Secret facility security clearance (Tier 3) prior to award and performance. They must obtain base identification and vehicle passes. Access to controlled/restricted areas requires a favorable suitability determination.

• HIPAA Business Associate Agreement (BAA): Required due to potential access to Protected Health Information (PHI).

• Hours of Operation: Monday-Friday, 0730-1630, excluding Federal holidays. Flextime or compressed work schedules may be used with COR approval. Telework is situational.

• Contractor Travel: Requires Government pre-approval via Travel Authorization Request (TAR) and Letter of Identification (LOI). Reimbursement is cost-reimbursable.

• Government Property/Services: Government will provide workspace, office furniture, computers, telephones, supplies, test data, and tools. Government facilities are provided "as-is".

• Organizational Conflict of Interest: Contractor must be cognizant of FAR 9.5 and avoid conflicts of interest.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services for a Medical Counter – Chemical, Biological, Radiological and Nuclear (MC-CBRN) Emergency Medical Manager. The acquisition is set-aside for small business concerns.

• The solicitation requires a quote for line items listed in the "Schedule of Services" (Attachment 2).

• Failure to propose on all CLINs will render the quote unacceptable.

• Key attachments include: Performance Work Statement (Attachment 1), Schedule of Services (Attachment 2), Applicable Clauses and Provisions (Attachment 3), Security Classification Specification (Attachment 4), and Past Performance List of References (PPLRs) (Attachment 5).

• Contract Type: Firm Fixed-Price (FFP)

• Period of Performance: One Year (18 May 2026 to 17 May 2027)

• Questions Deadline: 1:00 PM CST, 21 April 2026. Questions should be submitted via email.

• Quote Preparation: Submit one (1) electronic quote in three parts: Part I - Price, Part II - Technical, and Part III - Past Performance.

• Evaluation Factors: Award will be made to the responsible offeror whose quote conforms to the RFQ and is the best value to the Government, considering Price, Technical, and Past Performance. Technical and Past Performance combined are less important than Price.

  • Technical Evaluation: Includes Subfactors for Recruit, Hire and Retain Qualified Personnel, and Management & Communication Plan.
  • Past Performance: Evaluated on a pass/fail basis based on recent and relevant work.

• This requirement is a 100% Small Business Set-Aside. Only quotes submitted by Small Business concerns will be accepted.

• Offerors must be registered in the System for Award Management (SAM) with the applicable NAICS code 541690.

• Offerors must not be listed on the Excluded Parties List within SAM.

• Early submissions are acceptable.

• Late responses will not be considered.

• The Government intends to evaluate the complete quote and award based on initial submissions without conducting interchanges, but reserves the right to hold interchanges if deemed necessary.
