Scope of Work

The selected contractor will provide one full-time Medical Emergency Manager to offer non-personal advisory and assistance services. Key responsibilities include:

  • Oversight and compliance of policy, guidance, and technical support for the MC-CBRN program.
  • Supporting day-to-day activities and serving as reach-back support for installation Medical Emergency Managers (MEMs).
  • Reviewing unit Medical Contingency Response Plans (MCRPs) and validating medical response capabilities.
  • Assisting with the preparation and execution of the Home Station Medical Response (HSMR) annual budget.
  • Acting as a subject matter expert for MC-CBRN program matters and providing HSMR training support.
  • Monitoring and assisting with medical exercise development, execution, and improvement planning.

Contract Details

  • Contract Type: Firm Fixed-Price (FFP) for services (CLIN 0001) and Cost-Reimbursable (NTE $13,500) for approved travel (CLIN 0002).
  • Period of Performance: One year, from May 18, 2026, to May 17, 2027. The government intends to execute for one year with no options, despite an Option to Extend Services clause being included.
  • Place of Performance: Primarily HQ Air Education and Training Command, JBSA-Randolph, Texas, with occasional travel required.

  • Security Clearance: Contractor personnel require a SECRET facility security clearance (Tier 3) prior to award.

  • Evaluation: Award will be made to the responsible offeror whose quote represents the best value to the Government, considering Price, Technical, and Past Performance. Technical and Past Performance combined are less important than Price. Past Performance will be evaluated on a pass/fail basis.
