Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for the demolition and renovation of the Fuel Laboratory Facility 9647 (CLIN 0001) at MCAS Miramar, CA.

• Demolition and Renovation: The existing structure will be stripped down to its structural elements and renovated.

• Phasing: Work must be phased to minimize disruption to existing fueling operations. A phasing plan must be submitted for approval, and 10 days' notice is required for any disruptions.

• Temporary Facilities: A mobile lab will be provided by Miramar for personnel use. The contractor must provide a tie-in to a fiber optic line with internet access and a storage/Conex box for personnel equipment.

• Site Coordination: The contractor must coordinate haul routes and laydown areas with the installation and store all equipment and materials within the designated laydown area.

• Environmental Compliance: Strict adherence to all applicable federal, state, and local environmental laws and regulations is required. This includes a survey for lead-based paint (LBP) and asbestos-containing materials (ACM) prior to demolition.

• Sustainability: A minimum of 60% of total project solid waste by weight must be diverted from landfills through recycling.

• Environmental Protection Plan: A comprehensive plan must be submitted for approval, covering storm water pollution prevention, traffic control, work area plans, borrow material plans, spill control, and solid waste disposal.

• Safety: A site-specific Accident Prevention Plan (APP) and Site Safety and Health Plan (SSHP) are required, addressing all occupational safety and health hazards. A Site Safety and Health Officer (SSHO) must be designated.

• Design Criteria: Design must adhere to the latest version of the Marine Corps Air Station (MCAS) Miramar Requirements, Specific Facilities Design / Construction Requirements, and various UFC, NFPA, and other industry standards.

• Materials and Finishes: Specific requirements are detailed for exterior and interior finishes, including masonry, insulation, doors, windows, ceilings, flooring, and paint.

• Mechanical Systems: Existing HVAC and plumbing systems are to be removed and replaced with new systems, including a make-up air unit for the lab, a split system for the office, and plumbing for sinks, showers, and fume hoods.

• Electrical Systems: The project includes demolition of existing electrical service and distribution, new electrical distribution, branch wiring, new telecom cabling, and the addition of a fire alarm panel. Interior lighting will utilize LED sources.

• Fire Protection: The facility requires a fire sprinkler system, a new fire alarm and mass notification system, and compliance with NFPA 101 and IBC codes for life safety, egress, and construction type.

This notice is issued by the USACE-Omaha District to gauge the interest and capability of small businesses (and other than small businesses) for upcoming procurements related to the MCAS Miramar Fuels Lab Construct project. It is for planning purposes only and does not constitute a Request for Proposal (RFP), Quotation, or Bid. The government is not committed to awarding a contract, and no solicitation is currently available. Unsolicited proposals will not be accepted, and the government will not reimburse costs associated with responding.

Respondents must provide the following information:

Respondents must demonstrate experience in:

• Repairs, construction, or renovation of petroleum, oil, or lubricants facilities, including government installation laboratories (within the last 5 years).

• Designing or constructing hazardous material handling facilities for petroleum-based products or chemicals.

• Knowledge of local, state, and federal laws and regulations for the designated geographical region.

• Constructing or renovating facilities on active military bases in compliance with UFGS or UFC standards, or design-build construction projects ($1M-$5M).

• Working with laboratory equipment installations or utility upgrades in laboratory settings.

• Meeting specific regulatory standards for laboratory renovations (UFGS, NFPA, UFC).

• Fire suppression and explosion-proof systems in building design for petroleum products.

• Adhering to military security protocols, including restricted access in POL buildings and laboratories.

• Providing a Level Two SSHO meeting EM 385-1-1 requirements.

• Providing a QC Manager with at least 10 years of combined experience (5 as QC Manager).

• Providing a Superintendent with at least 8 years of construction experience (5 as superintendent).

• Interested PRIME CONTRACTORS ONLY are encouraged to reply.

• Must have company bonding capability for a single job of at least $5 Million.

• Submit a narrative demonstrating experience (max 2 pages, 8.5"x11", 1-inch margins, 10-point Times New Roman font).

• Email responses are required.

• Include specific details on similar projects, start/end dates, references, project cost/term/complexity, and bonding capacity.
