McConnell AFB Air Park Pond Aeration

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide subsurface aeration installation at the Air Park pond located at McConnell AFB, Wichita, Kansas.

• Furnish all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary for the aeration system installation.

• Install a Rotary Vane Compressor cabinet on a foundation adjacent to the sidewalk.

• Cut and remove a section of sidewalk to trench underneath.

• Install a 6" pipe under the sidewalk and distribute subsurface double diffusers across the pond.

• Distribute weighted airlines attached to the diffusers and test them.

• Dispose of all project debris.

• Pour a reinforced concrete pad for the steel cabinet.

• Utilize existing 120V electrical supply.

• All work must comply with federal, state, and local codes & standards, as well as widely accepted industry standards (AIA, ACI, NEC, OSHA, etc.).

• Materials must conform to specifications, applicable industry codes, standards, and manufacturer recommendations.

• Hazardous Materials (HAZMATs) must be properly identified, managed, and tracked according to FAR clauses and the McConnell AFB Hazardous Materials Management Program (HMMP).

• A certificate of compliance and Safety Data Sheets (SDS) are required for all materials.

• Location: Air Park pond at McConnell AFB, Wichita, Kansas.

• Arrangements for entrance onto McConnell AFB must be made by contacting Civil Engineer (CE) Operations at (316) 759-7490.

• Site Inspection: Contractors must acknowledge they have inspected the site at the time of bid opening.

• Base Access: Contractors will be granted access to McConnell AFB for project completion. Specific procedures for base access forms, security checks (minimum five days), and identification are detailed. Access is restricted to travel between the gate and the job site.

• Confined Space: Contractors must provide a confined space entry permit and follow specific procedures and safety standards if entering permit-required confined spaces.

• Safety: Compliance with OSHA and applicable laws is the contractor's obligation. Contractors and employees must attend a pre-construction meeting.

• Clean-Up: Debris generated by the contract must be removed to an approved off-base location, with disposal tickets provided.

• Government Resources: No government resources will be made available unless otherwise stated. The contractor must provide all necessary resources.
