Purpose & Background

The U.S. Marine Corps seeks to modernize its MCFMIS, which has been in use since 1997, to address evolving cybersecurity standards, financial policies (FIAR), and technological advancements. The vision is for a perpetual, corporate-licensed, internet- and cloud-based system capable of operating in both connected and disconnected environments. The future system must integrate with multiple DoD systems, support Single Sign-On (SSO), and leverage Business Intelligence (BI) and Artificial Intelligence (AI) for data-driven decision-making.

Solution Requirements

The desired solution is a COTS-based system extended to meet unique Marine Corps needs. Key requirements include:

  • Core Food Management: Menu planning, recipe management, nutritional analysis, product ordering, inventory control (GS1-128 barcoding), meal production, and financial/budget management.
  • Point of Sale (POS): Cashless and paperless system with Common Access Card (CAC) scanning for patron verification, headcount, and meal entitlement, supporting both check-in and check-out.
  • System Interfaces: Bi-directional integration with DoD systems such as DAI, MCTFS, STORES, NIS, DAAS, J4, and ADVANA.
  • Technology: Cloud-based platform with full offline functionality, complying with DoD security standards (RMF, STIGs).
  • Data Management & Analytics: Robust data warehousing, data migration from legacy systems, and BI/AI modules for advanced reporting and dashboards.
  • Support Services: Full-scale deployment, business process re-engineering, comprehensive user training (on-site, web-based, schoolhouse), and 24/7 help desk support.
  • Licensing: A perpetual corporate license with unlimited users is required.

Information Requested from Vendors

Respondents are requested to provide a capability statement (no more than 20 pages) addressing:

  • Corporate Information: Company overview, core competencies, relevant experience (last 3 years) in deploying multi-site, enterprise-level COTS software solutions, particularly in food service or DoD, and experience with specific DoD systems (DAI, MCTFS, STORES).
  • Technical Approach: Proposed COTS solution architecture, cloud/offline capabilities, mobile application availability, approach to software extensions, data migration methodology, BI/AI integration, and POS module capabilities (CAC integration, entitlement verification).
  • Implementation & Support: Proposed implementation/deployment strategy for global rollout, training methodology, post-deployment support model (24/7 help desk), and pricing structure for system validity requirements.
