Scope of Work

The milk must comply with CID A-A-20338A, Group I - Pasteurized, Type A - Milk, Flavor 5 - Other (No Flavor), and meet the definition and standard of identity in 21 CFR §131.110. Packaging should be 236.6 ml (8 fl oz) aseptic packages or plastic bottles, with conventional agricultural practice. All items must strictly comply with BOP National Menu Specifications, which vendors must obtain prior to quoting. Deliveries will commence on July 1, 2026, and must be F.O.B. Destination at MDC Guaynabo, palletized unless otherwise arranged, with non-frozen perishables delivered between 34-40 degrees F.

Eligibility & Submission
This acquisition is a 100% Women-Owned Small Business (WOSB) set-aside. Offerors must be registered with SAM.gov and complete FAR Provisions at 52.212-3, Offeror Representations and Certifications, via ORCA. Quotes, including the Unique Entity Identifier (UEI), must be submitted via email to GUA-BusinessOffice-S@bop.gov by the due date. Quotes must be legible and typed; facsimile quotes are not permitted. Hard copies of the solicitation will not be available.
Evaluation & Award
Award will be made to the responsive, responsible offeror(s) whose offer is most advantageous to the Government, considering past performance and price, with prices rated higher than past performance. The Government reserves the right to award item by item, in groups, or in aggregate. Items will be closely inspected, and receipt may be conditional for three days for examination. Failure to meet specifications or delivery schedules will be noted as a performance issue.
