• Alert Triggering: Breaking news alerts are triggered by Embassy staff requests, with the vendor and staff collaborating to establish keywords and search terms.
• Incumbent Contractor: Information about the incumbent contractor will not be provided.
• Estimated Budget: The Government will not provide an estimated budget range or historical annual value.
• Report Categories: The existing ten sections in the PWS are considered sufficient and no additional categories are anticipated.
• Pacific Islands Coverage: Monitoring of Pacific Islands media is required only when relevant to the defined search terms.
• Sample Report: A sample report will not be provided.
• Report Customization: All recipients will receive the same report, though format requirements for additional attachments will be provided. A point of contact for media monitoring services will be designated upon award.
• Media Contact Directory: The media contact directory should be delivered and maintained within the platform.

Solicitation / RFP / RFQ

This Request for Quotations (RFQ) is for Media Monitoring services for the U.S. Mission Australia in Canberra. The U.S. Government intends to award a contract to the responsible offeror submitting an acceptable quotation at the lowest price.

• Media Monitoring: Monitor print, radio, television, online news, and social media based on fixed and evolving search terms.

• Daily Briefing: Provide a daily briefing at 6:30 AM AEST, including article summaries, links to full articles, 10 sections, 80 clip limits, embedded audio/video links, unlimited recipients, custom formatting, and PDF attachments. Service available 6 days a week.

• Breaking News Alerts: Provide alerts via email and/or phone.

• Account Holders: Provision for at least 15 account holders with access to search, edit, compile, distribute reports, and order transcripts/downloads.

• Service-Generated Reports: Offer various report options, including email-optimized newsletter templates.

• Internet Monitoring: Unlimited monitoring based on provided keywords and terms.

• Downloads: All audio, video, and written transcript items downloadable upon request.

• Training and Support: Customized training for account holders and a dedicated service agent.

• Accountability Mechanism: For investigating and fixing systemic issues for missed news stories.

• Media Contacts Directory: Up-to-date news and journalist contacts.

• Regional Focus: Content from Australian and Pacific Islands media outlets.

• Contract Type: One-year base period with a six-month option to extend.

• Payment: Monthly basis for satisfactorily performed services.

• Currency: Foreign firms submit prices in AUD; U.S. firms submit in USD.

• GST: Goods and Services Tax (GST) is not included in CLIN rates and will be priced as a separate line item (10%).

• Pre-Quotation Conference: Online on March 11th, 2026, at 10:00 AM AEST. Contact CNBGSOProcurement@state.gov by March 6th, 2026, for information.

• Quotation Due Date: March 26th, 2026, at 5:00 PM AEST.

• Submission Method: Electronically to CNBGSOProcurement@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format. File size must not exceed 30MB per email.

• Required Documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, Proof of SAM Registration, and Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire.

• Evaluation: Preliminary evaluation includes a compliance review (including C-SCRM Go/No-Go factor), technical determination, and responsibility determination. Award will be made to the lowest price technically acceptable offer.

• Offerors must be registered in the SAM (System for Award Management) database.

• No specific set-aside is mentioned in the initial documents.

• Questions regarding the solicitation must be submitted by email to CNBGSOProcurement@state.gov no later than March 20th, 2026, at 5:00 PM AEST. Responses will be posted on SAM.gov.
