Purpose & Scope

The DHA MEDLOG requires these services to support modernization and data standardization in Health Alerts and Equipment Management Lines of Business (LOBs). The contractor will normalize, cleanse, and structure authoritative equipment and supply data to enhance audit readiness, improve business process effectiveness, standardize new procurements, identify product recalls, and manage data duplication. Key services and products include:

  • Authoritative Data Exchange: Three custom data feeds for product catalog attributes and standardization, including a Supply Guide for medical-surgical supplies, implants, instruments, pharmaceuticals, and industrial/office supplies with price benchmarking.
  • Data Standardization: Validation and cleaning of medical device inventories and purchase order history for equipment and supplies.
  • Product Catalog: Facilitates maintenance of DoD Device Inventory Classifications, predictive analytics, life cycle analysis, and Alternative Equipment Maintenance (AEM) planning.
  • Database Subscription Services (via Internet-based portal):
    • Capital Guide Tool: Advisory support for medical equipment, savings opportunities, negotiation, and budget review.
    • Decision Visualization Tool: Accelerates complex decision-making.
    • Functional Equivalents Tool: Guidance on supply alternatives and functionally equivalent medical-surgical supplies and implants.
    • Utilization Analytics: Identifies savings opportunities by benchmarking product usage.
    • Biomedical Guide: Provides planned maintenance intervals, corrective maintenance data, cybersecurity best practices, and expected useful life for medical devices.
  • Hazards, Alerts, and Recalls (HAR): Utilizes ECRI Alerts Workflow for automated recall management, including cybersecurity alerts and integration with CMMS systems.
  • Alerts Automatch: Identifies relevant alerts on equipment and medical supplies by comparing inventory/purchase order history.

Sole Source Justification

ECRI is identified as the only responsible source due to its proprietary products (Supply Guide, Data Standardization, Product Catalog, Capital Guide Tool, Decision Visualization Tool, Functional Equivalents Tool, Utilization Analytics, Biomedical Guide, Alerts Workflow, Alerts Automatch) and independent analysis capabilities. Awarding to any other source would introduce unacceptable risks to patient safety, significant schedule delays (6 months to 2 years), unfunded costs, and data integrity vulnerabilities, particularly concerning real-time access to hazard alerts and extensive modifications to the DMLSS/LogiCole system and its B2B gateway. Previous market research (Sources Sought Notice/RFI PANDHA-25-P-0000-017880) found no other sources capable of meeting all requirements as an independent, direct provider.

Interested parties must submit a capability statement demonstrating their ability to provide all required products and subscriptions as an independent source, directly to DHA MEDLOG, without being a third-party provider. Submissions must show technical ability to interpret ECRI's proprietary data for accuracy and specify verification methods for cybersecurity of the B2B gateway and deliverables. Responses requesting documentation or additional information will not be considered affirmative. The Government's decision not to compete is at its sole discretion.
