Scope of Work

The requirement is for comprehensive off-site services including medical and dental coding, auditing, and data entry. Services will support compliance with CMS, Federal, State, and third-party payer requirements, improve data integrity, and ensure timely and accurate reimbursement. Specific tasks include assigning ICD, ADT, CPT, HCPCS, E/M codes, and modifiers; data entry from EHR/EDR notes into the RPMS PCC Package; and monitoring "Incomplete" visits. Coding timelines are strict: outpatient visits within 4 business days and inpatient visits within 10 business days of discharge. Quarterly coding quality audits may also be requested. The Government does not guarantee minimum quantities; payment is based solely on completed and accepted encounters.

Eligibility & Submission

This acquisition is a Buy Indian Set-Aside, restricted to Indian Small Business Economic Enterprises (ISBEEs). Offerors must demonstrate eligibility by submitting a completed and signed Indian Economic Enterprise (IEE) Representative Form. Failure to submit this form will render the quotation ineligible. Quotations must be submitted electronically via email to dekovan.cook@ihs.gov by the due date. Technical quotations should be in searchable PDF format, and priced quotations in a separate Excel file with active formulas, valid for at least 90 calendar days.

Special Requirements

Contractors must have experience with IHS computer systems (RPMS, PCC Package, ADT Package, EHR/Dental Record). Staff must be qualified, experienced, and credentialed (AAPC or AHIMA certified). Strict adherence to HIPAA, Privacy Act, and various NIST SP 800 series for information security is mandatory, including FIPS 140-2 validated encryption for all sensitive data. All staff require mandatory security and privacy training, background investigations, and a Contractor Non-Disclosure Agreement (NDA). A Business Associate Agreement (BAA) will be required for handling Protected Health Information (PHI).
