Submission & Evaluation
Proposals must be submitted electronically to CairoGSOProcA@state.gov. Submissions must be in English, using MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (PDF) format. Individual file sizes must not exceed 30MB; larger submissions require separate emails. Required documents include SF-33, Section B (Pricing Schedule), Section K (Representations and Certifications), additional information from Section L, and proof of SAM Registration. Evaluation will be based on the lowest priced, technically acceptable, responsible offeror. The Government intends to award based on initial proposals without discussions, but may hold discussions if needed.
