This document is a Request for Quotations (RFQ) for Gardening Services at locations R002, R182, and R186. The U.S. Government intends to award a Stand Alone (C) Firm Fixed Price contract based on a Lowest Price Technically Acceptable evaluation.

Solicitation / RFP / RFQ

This solicitation seeks gardening services for real property owned or managed by the U.S. Government at the American Embassy in Brussels, Belgium. The services include maintenance and appearance of grass, shrubbery, garden areas, trees, and related landscape elements.

• Complete gardening and landscape maintenance services.

• Specific tasks include: grass cutting, edging, trimming, weeding, turf repair, pruning, leaf removal, gravel path maintenance, debris removal, watering, and fertilizing.

• A Grounds Maintenance Plan must be submitted within 30 days of award.

• Pest and disease control program required.

• Hazardous and toxic substance handling and disposal is the contractor's responsibility.

• Services are to be delivered at Residences R002 (4500 m²), R182 (2500 m²), and R186 (700 m²).

• Deliverables include: Insurance, Ground Maintenance Plan, List of Personnel, Transition Plan, and monthly Payment Requests.

• Contract Type: Stand Alone (C) Firm Fixed Price contract.

• Period of Performance: One-year base period with four (4) one-year options.

• Currency: EURO.

• Value Added Tax (VAT): 21% is applicable and must be included in line item rates; the embassy will assist with refund processes.

• The acquisition method is Simplified Acquisition Procedures in accordance with FAR Part 12.

• Various FAR clauses related to small business concerns, HUBZone, and set-asides are incorporated by reference.

• Working Hours: 7:00 AM to 5:00 PM, Monday through Friday, excluding holidays.

• Contractor personnel must identify themselves as non-federal employees.
