Performance Work Statement (PWS)

To ensure Bureau of Industry and Security (BIS) personnel are physically and mentally able to perform their job duties efficiently and safely, with or without reasonable accommodation. This includes ensuring they do not pose a hazard to themselves or others.

This PWS outlines requirements for providing non-personal services for medical clearance and surveillance examinations for BIS personnel. Services include:

• Conducting pre-employment medical exams for applicants and periodic medical surveillance for incumbents.

• Performing examinations to assess fitness for duty after injury or when health status changes raise safety concerns.

• Reviewing medical information to determine if personnel meet job-specific medical standards.

• Examinations may include medical history review, physical examinations, laboratory testing, audiograms, vision testing, electrocardiograms, and fitness evaluations.

• Providing review by a board-certified occupational health specialist physician (Reviewing Medical Officer - RMO).

• Submitting determinations electronically to the agency.

• Contractor shall contact candidates within 1 business day of response.

• Provide schedules within 2 business days of request.

• Schedule appointments to be completed within 15 business days of candidate response.

• Complete final review within 25 business days of initial candidate response.

• Provide final report within 30 business days of initial candidate response.

• Notify the Government within 2 business days if a candidate fails to reply.

• Maintain an adequate workforce for uninterrupted performance.

• Develop and implement a Quality Control Plan (QCP).

• Period of Performance: TBD (includes Base Period and four Option Periods).

• Place of Performance: Domestic metropolitan regions including Atlanta, Boston, Chicago, Dallas, Houston, Los Angeles, Miami, New York, Phoenix, Portland, Denver, Minneapolis, Tampa, San Antonio, San Jose, and potentially USG (DoD and State) facilities and OCONUS locations (TBD).

• Personnel performing examinations must be licensed independent practitioners (physicians, nurse practitioners, or physician assistants).

• Examinations must comply with federal regulations (5 CFR 339) and relevant OSHA standards.

• Medical records must be managed according to OPM Govt-10 System of Records Notice and archived to the National Personnel Records Center.

• Contractor shall provide monthly progress reports and completed medical examination reports.

Sources Sought Notice

This notice is issued by the Department of Commerce (DOC) Shared Services Procurement Office (SSPO) on behalf of the Bureau of Industry and Security (BIS) to identify potential sources for medical screening services. It is not a solicitation, and no contract award will be made based on this notice. The information gathered will help develop a future solicitation.

Respondents are requested to provide capability statements addressing the following:

• Capability Description: High-level overview of the ability to fulfill the draft Performance Work Statement (PWS).
• Performance Measures: Suggestions for promoting quality and timely performance.
• Pricing Structures: Potential contract types and pricing models.
• Firm-Fixed-Price Suitability: Portions of work amenable to firm-fixed-price contracts.
• Risk Assessment: Significant risks to contractor performance.
• Solicitation Content: Additional information needed in a future solicitation.
• PWS Sufficiency: Whether the draft PWS provides enough information for a responsive solution.
• Ordering Vehicles: List of Federal Supply Schedule (FSS) contracts or other government-wide ordering vehicles held.

Respondents should also include details on past performance, including client name, contract number, type, period of performance, value, and contact information for Contracting Officers and CORs.

• Format: Responses limited to 5 pages (excluding cover page).
• Cover Page: Must include Company Name, Address, UEI, CAGE Code, Facility Clearance Level, Primary Contact (Title, Phone/Email), Primary/Relevant NAICS, Small Business status (Y/N) and socioeconomic categories, Years in Business, Number of Employees, Interest to Prime or Sub, and list of FSS contracts/ordering vehicles.

• Confidentiality: No proprietary, classified, confidential, or sensitive information should be included. The government will not disclose received information directly but may use non-proprietary technical information in future solicitations.

Responses are due by Wednesday, May 20, 2026, at 3:00 PM ET.
