Purpose & Scope

The prototype OT agreement will cover all necessary labor, vessels, test range, materials, and support for the MUSV Test Event, which must begin and end from a Continental US port.
Key Requirements & Deliverables
The prototype OT work includes a Post-Award Conference and an on-water MUSV Test Event by September 30, 2026. Key MUSV threshold requirements include:
- Range: 2500 nm at 25 knots with a 25 MT payload in Sea State 4.
- Payload Capacity: Two (2) Forty-foot Equivalent Units (FEU).
- Autonomous Performance: Day/night operations in varying weather, COLREGs compliance, defined zones/behaviors, and restricted RF emissions.
- Compliance: ABS standard compliance and initial class.
- Test Plan: Successful completion of the MUSV Test Event per Attachment J-5 criteria and submission of a Test Report (CDRL E001).
- Business Models: Proposals must include pricing for contractor-owned/operated and government-owned/operated vessels.
Contract Details
- Agreement Type: Prototype Other Transaction (OT) agreement.
- Period of Performance: Test Event completion by September 30, 2026. The base award is three years with two one-year options.
- Estimated Value: CLIN 0001 (Post Award Conference) is $10,000; CLIN 0002 (Test complete and MUSV Test Report Submitted) is $15,000,000. Total estimated value: $15,010,000.
Eligibility & Set-Aside
This opportunity has no specific set-aside. However, eligibility for the Prototype OT agreement requires meeting at least one of the following conditions under 10 U.S.C. § 4022(d):
- A nontraditional defense contractor or nonprofit research institution participates significantly.
- All significant participants are small businesses or nontraditional defense contractors.
