Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Warehousing Support Operations (WSO) for the Medical Logistics Company (MEDLOGCO) supporting III Marine Expeditionary Force (MEF). The primary goal is to provide comprehensive medical logistics services, including procurement, storage, issue, inventory, requisition management, resupply, and disposition of materiel essential for medical and dental elements.

• Storage and Distribution Services: Managing approximately 1,800 National Stock Number (NSN) items, including receiving, inspecting, inventorying, storing, safekeeping, packaging, shipping, and disposal of medical supplies and equipment.

• AMAL/ADAL Assembly & Maintenance: Assembling and maintaining approximately 252-300 Authorized Medical Allowance Lists (AMALs) and Authorized Dental Allowance Lists (ADALs) in a ready-to-issue condition, ensuring configurations are updated and accurate in systems like DMLSS and MLO. This includes managing shelf-life controlled items and conducting pre- and post-Limited Technical Inspections (LTIs).

• Warehousing: Storing approximately 2,500,000 total line items, complying with fire and safety regulations, and managing inventory through cyclic, spot, and annual inventories. Operation of material handling equipment is required.

• Administrative Support Services: Performing administrative functions to support storage and distribution, including order management (processing approximately 3,000 requisitions annually), fiscal reports validation and audit compliance, records management (updating DMLSS and MLO), and account access management.

• AMAL/ADAL configurations must be 99.5% accurate, with zero discrepancies for critical life-saving items.

• 95% accuracy is required for the storage of all line items, AMAL, ADAL, and SL3.

• 95% of all due-in items must reflect up-to-date status.

• Monthly and Quarterly reports must be accurate and submitted on time 90% of the time.

• 95% of DMLSS and MLO stock records must be matched.

• Uninterrupted system access must be maintained at 95% throughout the Period of Performance.

• Period of Performance: 13 September 2026 through 12 September 2031 (Base Year plus four Option Years).

• Place of Performance: A government facility warehouse (approximately 33,000 sq ft) located at Building 502 on Camp Kinser, Okinawa, Japan.

• Hours of Operation: Government core business hours are 07:00 through 16:00 Monday-Friday. Extended hours are not required.

• Personnel must pass a basic background check for Common Access Card (CAC) access and be familiar with the Defense Medical Logistics Standard Support (DMLSS) system and medical logistics/supply administration.

• Compliance with occupational health, fire, and safety regulations is mandatory.

• Contractor personnel must be readily identifiable as contractor employees.

• Access to government systems (DMLSS, MLO, DAI, etc.) and associated training is required within 30 days of contract award.

• The contractor is responsible for hazardous material handling and spill response.

• No travel expenses are reimbursable.

• This is a non-personal service, performance-based contract.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for MEDLOGCO Warehousing Support Operations (WSO) at Camp Kinser, Okinawa, Japan. The acquisition is conducted under FAR Part 12 for Commercial Products and Commercial Services, under full and open competition. The U.S. Government intends to make a single award.

The solicitation requires comprehensive warehousing support operations, including:

• Storage and Distribution Services (referenced in PWS section 3.2)

  2. Past Performance (three references from comparable contracts within the last five years)
  3. Price

• Quotation Currency: US Dollars only.

• Quotation Acceptance: Prices must be held firm for 60 days from the receipt date.

• This acquisition is unrestricted.

• Offerors must confirm active SAM.gov registration and provide UEI and CAGE code.

• Specific clauses related to contractor personnel performing in Japan (DFARS 252.225-7976) and combating trafficking in persons apply.
